Minutes of the Finance Committee Meeting held on Monday 26 July 2021
Present: Cllrs B Vincent (Chairman), M Holyer, L Hemingway, G Clements, A Stubbins, Cllr’s Mrs J Ellis, Mrs A Wormald, J Sargent, S Walmsley

Item 1 - Apologies: Cllr S Chamberlain (Vice Chairman) Cllr S Chambers.
Item 2 - Conflicts of Interest: None received
Item 3 – To receive the quarterly update on income and expenditure April to June
Cllr S Walmsley proposed that the updates be approved, seconded by Cllr Mrs A Wormald – Resolved Unanimously
Item 4 – To consider the estimate from GP West Ltd to supply green mesh wire fencing in Glebe Park
The Clerk explained to members that she had received the first estimate she had requested which was from G P West Ltd and that a second and possibly third shall be available before the Council meeting of the 6th September 2021. The estimate is for information only and shall be presented at the next Council meeting. The Clerk also reminded members that they had resolved that the fencing shall be funded from Section 106 agreement money.
Item 5 – To discuss how to spend the allocated £10,000 awarded to Ingoldmells from the Welcome Back Fund
A lengthy discussion took place with regards to how the money would be beneficial to the community. A list of ideas had been put together by Cllr S Walmsley which was expanded upon by some members present. It was suggested that further ideas be considered and brought to the full Council meeting of the 6th September. The Clerk advised those present that timescales for action.may be pressing as the holiday season is currently in progress and the funding will need to be spent by the end of March 2022.
Item 6 – To transact any other financial business
The Clerk informed those present that she had earlier received an e mail from Warwick Health care to ask if the Council could reconsider the charge for car parking at the Royal Arthur Community hall. This was based on their observations that possibly 25% of the car park was not being used for vaccination patients. Following discussion it was proposed by Cllr J Sargent that the agreed arrangement continue. The proposal was seconded by Cllr S Walmsley. All present with the exception of Cllr A Stubbins were in agreement.
Item 7 – To confirm a date for the next meeting of the Finance Committee
The meeting shall take place on Monday 18th October 2021 at 7pm
