Dear Councillor,
You are summoned to attend the Full Council Meeting to be held at The Council Offices, Skegness Road, Ingoldmells, on Monday 13th February 2023 commencing at 7.15pm.
At the discretion of the Chairman members of the public will be invited to make representations or ask questions in respect of the business on the agenda or other matters concerning the parish. A maximum of 3 minutes per person is allowed, or 15 minutes overall. If time allocated is not required, the Council will go into formal session.

1. Chairman’s Welcome.
2. To appoint a minute taker.
3. Apologies for Absence.
To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
4. Declarations of Interest.
To receive declarations of interest under the Localism Act 2011 - being any pecuniary interest in agenda items not previously recorded on Member’s Register of Interests and any written request for dispensation.
5. To confirm the minutes of the Council meeting held on Monday 26th September 2022.
6. To confirm the minutes of the Council meeting held on Monday 10th October 2022.
7. To confirm the minutes of the Council meeting held on Monday 14th November 2022.
8. To confirm the minutes of the Council meeting held on Monday 9th January 2023.
9. To confirm the minutes of the Meeting with Money Minders in October 2022.
10. To approve the list of accounts submitted for consideration.
11. To approve payment of outstanding invoices.
12. To discuss community matters which need referring to the District and County representatives for a response.
13. To receive notification of any planning permissions, refusals, withdrawals, or amendments.
14. To receive a report from the Chairman.
15 To receive a report from the Interim Clerk.
16.To consider meeting dates for 2023-24.
17. King Charles III coronation event:
- To receive an update on the event to celebrate the coronation of King Charles III
- To consider a working group to organise the event to celebrate the coronation of King Charles III
- To consider Terms of Reference for the KCIII working group
- To appoint members to the KCIII working group
18. To consider increasing the cost of parking charges in the Parish Council car park.
19. To consider hiring rates for the Royal Arthur Centre and Council meeting rooms.
20. To consider the Motor Caravan Club visits and charges.
21. To consider the maintenance of the flower baskets around the village.
22. To consider moving future HMRC PAYE/NI payments to direct debit
23. To resolve to exclude the public and media to discuss confidential items relating to individuals and confidential financial matters in accordance with The Public Bodies (Admission to Meetings) Act 1960:
- To consider the Council’s workplace pension scheme.
- To consider implementation of the NJC pay award of April 2022, including back payments, to current members of staff.
