MINUTES OF THE INGOLDMELLS PARISH COUNCIL MEETING HELD ON MONDAY 13TH  NOVEMBER 2025, 7.15PM, AT THE COUNCIL OFFICES, SKEGNESS ROAD, PE25 1NL
 
PRESENT: Cllrs, Bill Vincent (Chair), Bev Oldbury, Rob Stevens, Philip Lacey-Green, Tony Stubbins, Len Hemingway, Paul Sutton, Mick Holyer, Stuart Chambers
 
ABSENT:   Cllrs, Jack Sargent, Jason Boswell
 
ALSO PRESENT: A Greaves (Clerk) 3 Members of the Public
 
180/25 APOLOGIES AND REASONS FOR ABSENCE 
Apologies were received from Cllr Sargent due to a prior commitment.  It was unanimously resolved that the apologies be accepted 
 
181/25 DECLARATION OF MEMBERS’ INTERESTS AND APPLICATIONS FOR DISPENSATION
Cllrs, Stubbins and Holyer both declared a non-pecuniary interest under item 191/25, as members of Addlethorpe Council.  They both stated they would remain in the room and take part during any discussion or vote 
 
182/25 MINUTES
It was proposed by Cllr Hemingway, seconded by Cllr Stevens, and resolved with 8 votes for and 1 abstention that the minutes of the meeting held on 13th October 2025 be approved and signed as a true and accurate record 
 
183/25 DEPUTATIONS FROM MEMBERS OF THE PUBLIC 
Mrs Oakley advised the Remembrance gathering which took place on Sunday 9th November, was a great success and thanked the Chairman for the donation of refreshments
Mrs Oakley also asked for Council’s consideration and permission to use the Royal Arthur on 1st January 2026 for a village event 
 
184/25 REPORTS FROM ELECTED MEMBERS OF LINCOLNSHIRE COUNTY COUNCIL AND  
EAST LINDSEY DISTRICT COUNCIL 
None received due to absence 
 
185/25 REPORTS
The Chairman reported he had attended the Remembrance Church Service on Sunday 9th November and laid a wreath on behalf of the Council
Cllr Chambers reported he had attended the Butins Remembrance ceremony on Sunday 9th November and laid a wreath on behalf of the Council
                    
186/25 COUNCILLOR’S QUESTIONS
None received 
 
187/25 FINANCE 
It was proposed by Cllr Stevens, seconded by Cllr Hemingway and unanimously resolved: 
To authorise expenditure for November 2025 and the signing of BACS orders for payment
To receive and note the Bank Reconciliation for October 2025
To receive a budget report showing expenditure for the year to date
 
188/25 TO RECEIVE NOTIFICATION OF ANY PLANNING APPLICATIONS
03395/25/FUL - The Flat, The Point Cafe, Roman Bank, PE25 1JU
Two-storey extension and alterations to provide storage and servery on ground floor with additional living accommodation above in connection with existing first floor flat on the site of temporary building which is to be demolished
It was proposed by Cllr Hoyler, seconded by Cllr Chambers and unanimously resolved to support the application 
 
189/25ROAD SAFETY MEASURES 
It was proposed by Cllr Stevens, seconded by Cllr Hemingway and unanimously resolved to support the proposals from Ingoldmells Academy 
 
190/25 SOLAR RADAR SPEED SIGNS  
It was proposed by Cllr Stevens, seconded by Cllr Chambers and resolved with 8 votes for and 1 abstention to reject the quotation from Elan City Ltd and any further consideration 
 
191/25 STORAGE 
It was proposed by Cllr Stevens, seconded by Cllr Vincent and unanimously resolved to support a request from Addlethorpe Parish Council, to allow permission for them to archive data at the Council office free of charge, but suggested a donation to a village voluntary organisation
 
192/25 TO CONSIDER ANY CORRESPONDENCE RECEIVED 
Noted - A request from Swifts JFC to hold four tournaments
 
193/25 FOR INFORMATION ONLY 
Cllr Stevens tabled a bandstand quotation he had received, for consideration at a future meeting 
 
 194/25 TO CONFIRM THE DATE AND TIME OF THE NEXT MEETING
Noted - Monday 8th December 2025, at 7.15pm 
 
The Chairman thanked everyone for their contributions and there being no further business, he closed the meeting at 7.45pm
