MINUTES OF THE INGOLDMELLS PARISH COUNCIL MEETING HELD ON MONDAY 12TH  JANUARY 2026, 7.15PM, AT THE COUNCIL OFFICES, SKEGNESS ROAD, PE25 1NL
 
PRESENT: Cllrs, Bill Vincent (Chair), Bev Oldbury, Philip Lacey-Green, Tony Stubbins, Len Hemingway, Mick Holyer, Stuart Chambers, Jason Boswell
 
ABSENT:   Cllrs, Jack Sargent, Rob Stevens, Paul Sutton
 
ALSO PRESENT: A Greaves (Clerk), Cllr Danny Brookes (LCC),  3 Members of the Public
 
01/26 APOLOGIES AND REASONS FOR ABSENCE  
Apologies were received from Cllrs, Sargent, Stevens and Sutton, due to other commitments. It was unanimously resolved that the apologies be accepted 
 
02/26 DECLARATION OF MEMBERS’ INTERESTS AND APPLICATIONS FOR DISPENSATION
Non received 
 
03/26 MINUTES
It was proposed by Cllr Hemingway, seconded by Cllr Stubbins, and resolved with 7 votes for and 1 abstention that the minutes of the meeting held on 13th November 2025 be approved and signed as a true and accurate record.
Cllr Vincent queried the Addlethorpe Parish Council contribution of £50 to Skegness Lifeboats. It was suggested by Cllr Holyer, that the local Lifeboats be awarded instead 
 
04/26 DEPUTATIONS FROM MEMBERS OF THE PUBLIC 
Mrs Oakley thanked Cllrs, Oldbury, Vincent, Boswell and Sutton for their generous donations and     Cllr Chambers and Carol Chambers for their efforts, regarding the Christmas village events
Mrs Oakley also asked for Council’s consideration to the deep cleaning of the Royal Arthur floor
 
05/26 REPORTS FROM ELECTED MEMBERS OF LINCOLNSHIRE COUNTY COUNCIL AND  
EAST LINDSEY DISTRICT COUNCIL 
Cllr Brookes gave a verbal update on the following:
Lincolnshire Council has £800m in debt, and are proposing an increase in Council tax and a pause on new road projects
District Council elections are expected to be scheduled May 2027 with Town and Parish Councils are likely to receive more power once the Unitary Authorities are formed
Devolution still going ahead with further information by the Spring
Members raised issues regarding the ‘bollards’ outside Heron and the lack of no. 59 bus service 
 
At 19.34, Cllr Brookes left the meeting 
 
06/26 REPORTS
The Chair, Cllr Vincent, had nothing to report but thank Cllrs, Chambers and Stevens for their efforts regarding the Christmas decorations and the Lamppost poppies 
The Clerk gave a gentle reminder, regarding the Church Flood Service, 31ST January at 12noon 
 
07/26 COUNCILLOR’S QUESTIONS
None received 
 
08/26 TO RECEIVE NOTIFICATION OF ANY PLANNING APPLICATIONS
None received 
 
09/26 FINANCE 
It was proposed by Cllr Holyer, seconded by Cllr Chambers and unanimously agreed to approve the Lincolnshire Association of Local Councils, subscription fees of £449.10
 
It was proposed by Cllr Holyer, seconded by Cllr Chambers and unanimously agreed to:
Authorise expenditure for January 2026 and the signing of BACS orders for payment
To receive and note the Bank Reconciliation for November 2025
To receive and note the Bank Reconciliation for December 2025
To receive and note the budget report showing expenditure for the year to date
 
10/26 TO CONSIDER ANY CORRESPONDENCE RECEIVED
Noted - Report received from Lincolnshire Road Safety Partnership
 
11/26 EAST LINDSEY INVESTMENT FUND (ELIF) ESSENTIALS SCHEME 
It was unanimously agreed to apply, with the allocation of funding towards, 6 double lockers, fireproof cabinets and a cemetery gate
 
12/26 NATIONAL PARKING CONTROL 
After much discussion, it was agreed Cllr Vincent to investigate further
