Minutes of the Finance Committee Meeting held on Monday 15th July 2019

Item 1 - Apologies: none

 

Item 2 - Conflicts of Interest: None declared

 

Item 3 – To receive the quarterly update on income and expenditure – April to June 2019 – Discussion took place with regards to various entries - All agreed

 

Item 4 – To consider further quotations received for lighting to the driveway on Glebe Park.

Both further quotations were agreed within the proposal.

Discussion took place with regards to the Section 106 Agreement money. The Clerk informed the meeting that the District Council has £3,780 of banked Section 106 Agreement money to be released. The Council was previously informed by former Cllr Mrs J Hardy at an the July Finance Committee meeting that another payment of a further £3,780 will be due again in October. At the time Cllr Mrs Hardy confirmed that Section 106 payments would continue through her family business and there is no intention to cease these payments. The Clerk has requested that the banked Section 106 Agreement money is released to cover the costs of the lighting on Glebe Park. – Moved by Cllr Mrs J Ellis, Seconded by Cllr S Walmsley – All in favour.

 

Item 5 – To consider the Council’s use of internet banking

The Clerk explained that it has become increasingly frustrating to only be able to view the bank account statements when they are delivered by post each month. Also, many more of our suppliers have an option for bank transfer payments. The Council are currently experiencing delays in processing cheque payments due to issues with the bank in change of signatories. Internet security was highlighted as a concern. The Clerk requested to the Council that they consider internet banking in line with Ingoldmells Parish Council Constitution. The Clerk was asked to bring further information to the next Council meeting Moved by Cllr Holyer, Seconded by Cllr Hemingway.

 

Item 6 – To transact any other Finance business

Discussion took place with regards to the agreement to purchase 8 hours of the Community Wardens time from Chapel St Leonards Parish Council. The Community Warden has been off sick and yet the Council were charged. The previous Clerk was responsible for the arrangement and explained that in line with Local Government procedures, the Council also

pays employment on costs towards sickness, training, annual leave. The Clerk shall look for communication with regards to the agreement and also contact the Clerk at Chapel St Leonards for her understanding. Cllr Sargent has been informed that Ingoldmells Academy is hoping to purchase new benches for the children. It was pointed out that Ingoldmells School is an academy and therefore is run as a business and the Council should not make a contribution on those grounds It was suggested that the Council provide advice to the school on the type of bench ie: supplied by Marmax.

 

Item 7 – To confirm the date for the next Investment Portfolio Meeting

The meeting will take place on Thursday 19th September at 10am in the Civic Room, Council Offices

 

Item 8 – To confirm a date for the next meeting of the Finance Committee

The meeting will take place on Monday 21st October at 7pm.
