Minutes of the General Purposes Committee Meeting held on Wednesday 21st October 2020

 

Present: Cllrs B Vincent (Chairman), Cllr Mrs A Wormald (Vice Chairperson), M Holyer, L Hemingway, Mrs J Ellis, J Sargent, S Walmsley, S Chamberlain, B Bellis

Members of the Public: None

 

Item 1 - Apologies: Cllr A Stubbins – no apologies received from Cllr S Chambers

 

Item 2 - Conflicts of Interest: None received

 

Item 3 - To discuss the refurbishment of vandalised bus stops

Following discussion it was agreed that the village bus stops in disrepair should be made fit for purpose. It was suggested that the Coastal BID should be approached to ask if funding could be made available to repair the panels with vandal proof advertising boards. Members requested that the Clerk make contact with the BID manager to request that she attend the next full council meeting to discuss the options available to support both residents and holidaymakers in Ingoldmells.

 

Item 4 – To discuss an update of information regarding the Chain of Office

The Clerk produced options and costings from Fattorini’s with regard to the decision to update the Chain of Office. Several ideas were discussed before it was proposed by Cllr S Chamberlain that the suggestion by Fattorini to engrave on the links be accepted. The proposal was seconded by Cllr M Holyer. Those in favour were: Cllrs Mrs M Wormald, B Bellis, and L Hemingway. Those against were: Cllrs J Sargent, S Walmsley, Mrs J Ellis. Chairman Cllr B Vincent abstained.

 

Item 5: To discuss the implementation of a new Local Emergency Plan for Ingoldmells

Discussion took place between members over the requirement for Ingoldmells to have a Local Emergency plan. Thoughts were that the Environment Agency along with Emergency Services would oversee a threat to life and property. Cllr B Bellis previously e mailed an example of a simple emergency plan that he had researched on the internet. In discussion this was dismissed by certain members of the Council. Cllr B Bellis left the meeting at this point. It was proposed by Cllr B Vincent that an officer from Lincolnshire Fire & Rescue provides advice to Council members on the implementation of a Local Emergency Plan. This was seconded by Cllr L Hemingway.

 

Item 6 – To transact any General Purposes brought before the meeting

• Planning Application S/090/01671/20 – Rear Extension to existing bungalow,50 Bank Drive, Ingoldmells, Skegness, PE25 1NL – The Council agreed to support the application which was moved by Cllr M Holyer and seconded by Cllr Mrs A Wormald. Cllr S Chamberlain did not support the application. Ø Discussion took place regarding the Christmas light switch on this year and whether the usual Christmas Fayre would take place. Due to the uncertainty of the COVID pandemic a decision has not been made as yet. The Community Social club have offered to donate £300 to have the Christmas tree lights erected as usual, which is appreciated by Council members.

• Council members were informed by the Clerk that a decision had not been made at the October Council meeting to order a new car park machine. The Clerk has forwarded the quote for a card machine from Metric to the Insurance Company. The Clerk will bring new communication back to the next Council meeting.

• Cllr M Holyer informed Council members that in his opinion the decision to withdraw the services of the Community Warden may have been too hasty and not thought through enough. The Clerk said that she left the Council meeting unsure as to when the service would discontinue and spoke of the possible problems that not having a dog warden in the village would impose. Cllr M Holyer proposed that a resolution is brought before the council to have the matter discussed again at the November council meeting. It was agreed that a meeting with Chapel St Leonards Council take place before the next full Council meeting. Cllr’s M Holyer, L Hemingway and Cllr Mrs A Wormald agreed to sign a resolution to bring the matter back to the Council. It was also agreed to continue with the Community Warden services for the time being. The matter arising was proposed by Cllr M Holyer and seconded by Cllr S Walmsley.
