INGOLDMELLS, ADDLETHORPE AND MOTTRAM’S GREEN JOINT CEMETERY MANAGEMENT COMMITTEE
MINUTES OF THE JOINT COMMITTEE HELD IN THE COUNCIL CHAMBER, INGOLDMELLS ON MONDAY 4th October 2021

3 TO CONFIRM THE MINUTES OF THE MEETING HELD ON THE 24th MAY 2021
Cllr C Hemingway proposed the minutes before confirmed, seconded by Cllr Chambers. Cllr’s Holyer and Towers were in favour. RESOLVED UNANIMOUSLY Cllr Holyer provided Cllr Cleary with historic information on how the cemetery committee was formed and the joint responsibilities of each Council.
4. TO RECEIVE AN UPDATE OF THE 2020/21 INCOME AND EXPENDITURE
The Clerk gave an update on the financial position of the cemetery accounts. Cllr Hemingway proposed the accounts which was seconded which by Cllr S Chambers. Cllr Holyer was in favour of the accounts being moved. Matters arising; there was a short discussion regarding the cost of Exclusive Right of Burials.
5. TO RECEIVE FEEDBACK FROM CLLR CHAMBERS ON THE RECENT TRAINING HE UNDERTOOK: MANAGEMENT OF MEMORIALS WORKSHOP IN ACCORDANCE WITH THE LOCAL AUTHORITY CEMETERY ORDER 1977, CONDUCTING MEMORIAL INSPECTIONS.
Cllr Chambers gave a short presentation of his findings while in attendance at the Management of Memorials workshop. Discussion took place with regards to the responsibilities for testing the memorials and the faculties required to test in Addlethorpe Cemetery along with the closed Churchyard at Ingoldmells Church. Cllr Holyer will speak with the Clerk at Skegness Town Council to enquire as to how they test the memorials. The Clerk was instructed not to apply for a faculty as yet. The matter shall be discussed at the next meeting of the Cemetery committee.
6. TO DISCUSS FUTURE MAINTENANCE/DEVELOPMENT WORK
Cllr Towers asked if there was an update on the application to further consecrate a small piece of land in the cemetery. A discussion took place with the Clerk informing members that she has spoken with the Lincoln Diocese Registrar who has requested proof of ownership and a scaled plan for the additional land to be consecrated. To be discussed at the next meeting.
7. TO DISCUSS ANY HEALTH AND SAFETY ISSUES
Health & Safety issues were mentioned within the meeting with particular reference to the continuing problem of slippery leaves in the cemetery. Welton Garden Services were praised for their work in the
Cemetery but could not be on hand to clean the leaves every time they
fall. It was also noted that some visitors do not stick to the pathways
and walk between the graves which cannot be monitored for their safety.
