Ingoldmells, Addlethorpe And Mottram’s Green Joint Cemetery Management Committee

Minutes Of The Joint Committee Held In The Council Chamber, Ingoldmells On Monday 29 April 2019

 

Present: Councillors M A Holyer (Chairman), L Hemingway, Cllr Mrs A Wormald, N Towers, K Bird and R Short

3 To Confirm The Minutes Of The Meeting Held On 20th October 2018 And To Consider Any Actions Arising From The Minutes

Cllr L Hemingway proposed that the minutes be confirmed. Seconded by Cllr N Towers – Resolved

Matters arising:

Due to inclement weather members of the committee were not able to meet to tidy up the cemetery as arranged. The Clerk then arranged for the landscape contractor to complete the work.

 

4 To Receive An Update On 2018/19 Income And Expenditure

The Clerk gave an update on the financial position of the cemetery accounts as at 29 April 2019. It had been noted by members that charges from Welton Garden Services fluctuate throughout the year. It was explained by the Clerk that the charges are based upon the frequency of tasks, ie: seasonal changes and weather conditions. This results in a standard payment during the winter months and a higher charge in the Spring, Summer and Autumn months. Cllr L Hemingway proposed that the Income and Expenditure schedule presented be confirmed. Cllr R Short seconded the proposition - Resolved Unanimously.

 

5 To Consider Future Cemetery Charges

It was agreed at the last committee meeting that the Cemetery charges would be increased by £15 from the 1st April 2019. The Clerk has updated the charges list and shall send the list to the local Undertakers.

 

6 To Discuss Dog Control Signage To Mottrams Green

It was agreed that a new sign be erected at Mottrams Green to inform the public that ‘No dogs are allowed on Mottrams Green’. The new signage was proposed by Cllr M Holyer and seconded by Cllr L Hemingway - Resolved Unanimously

 

7 To Discuss The Removal Of The Existing Wall Dividing The Two Cemetery Areas

The Clerk provided two quotes for the work. GP West provided a quote for £500 + VAT and Welton Garden Services quoted £950 + VAT. It was agreed that GP West would provide the best value. This was proposed by Cllr Hemingway and Seconded by Cllr M Holyer.

8 To Discuss Whether Or Not To Pursue The Consecration Of A Strip Of Land

The committee have received a request by residents to reserve graves

close to family members. The area in question is currently unconsecrated ground. The diocese has previously stated that the committee must prove

the ground is owned by the parish. Land registry documents prove ownership although the diocese have not accepted this. It was agreed that this would be further pursued with the diocese.

 

9 To Discuss In Accordance With The Local Cemetery Order 1977 Conducting Memorial Inspections

Cllr Holyer received a booklet from Skegness Town Council with regards to the stability of headstones and the procedures taken to check safety standards. It was agreed that memorial inspections should take place once the aspects of training procedures are investigated and actioned. The Clerk shall source further information from the Memorial Safety policy website.

 

10 To Discuss Future Maintenance/Development Work

It was agreed that all members of the committee note any maintenance

Issues or potential health & safety risks and report to the Chairman and Clerk for action. Development work should be noted and discussed at the next meeting also if a further clean-up of the cemetery is required. Mrs Peden had shown surprise that there is not a rose garden at Mottram’s Green. Discussion took place regarding the up-keep and maintenance of a rose garden and where exactly it could be located on Mottram’s Green. It was agreed to monitor if any further requests come forward before the next meeting.

 

11 To Discuss Any Health And Safety Issues

Health & Safety issues were previously mentioned within the meeting with particular reference to the removal of the wall.

 

12 To Transact Any Other Business

A request was received from a family in Skegness to determine how many urns of ashes are allowed in a full plot. After discussion it was decided a maximum of six would be allowed subject to confirmation from a grave digger.
