INGOLDMELLS, ADDLETHORPE AND MOTTRAM’S GREEN JOINT CEMETERY MANAGEMENT COMMITTEE
MINUTES OF THE JOINT COMMITTEE HELD IN THE COUNCIL CHAMBER, INGOLDMELLS ON MONDAY 24th MAY 2021

3 TO ELECT A CHAIRMAN FOR THE ENSUING YEAR
Cllr C Chambers proposed Cllr M Holyer to be elected as Chairman which was seconded by Cllr L Hemingway. RESOLVED UNANIMOUSLY
Cllr M Holyer was elected as Chairman for the ensuing year.
4. TO ELECT A VICE CHAIRMAN FOR THE ENSUING YEAR
Cllr M Holyer proposed Cllr R Short which was seconded by Cllr S Chambers.
5. TO CONFIRM THE MINUTES OF THE MEETING HELD ON THE 27th JANUARY 2020 (circulated herewith)
The minutes were moved by Cllr L Hemingway, seconded by Cllr R Short – RESOLVED UNANIMOUSLY
Matters arising:
It was noted that the committee are no further forward with the proposal to have a strip of land consecrated in Addlethorpe Cemetery. Cllr L Hemingway suggested that the committee should pursue the application further. It was agreed that the Clerk and Chairman jointly write a letter to the Bishop’s Office to request a meeting with the Bishop to discuss the matter. Actions from the last meeting were addressed: a new gate at the entrance to Mottram’s Green was installed and the dyke has also been cleared and desilted.
6. TO RECEIVE AN UPDATE ON 2020/2021 INCOME AND EXPENDITURE
The Clerk gave an update on the financial position of the cemetery accounts as at 19th May 2021. Cllr L Hemingway proposed that the Income and Expenditure schedule presented be confirmed. Cllr R Short seconded the proposition – RESOLVED UNANIMOUSLY. The Chairman, Cllr M Holyer suggested to members that as the accounts are in a healthy position that a donation to both Addlethorpe and Ingoldmells Parish Councils’ could be considered. It has been some time since the donations have been made to both Councils’. The Chairman suggested that £500 be allocated to Addlethorpe Parish Council to contribute towards a new computer and £1000 to Ingoldmells with a suggestion that the donation will help the costs of having the car park relined. This was supported by all members present.
7. TO DISCUSS THE FORTHCOMING TRAINING OF MANAGEMENT OF MEMORIALS WORKSHOP ON THE 19TH JULY IN ACCORDANCE WITH THE LOCAL CEMETERY ORDER 1977 CONDUCTING MEMORIAL INSPECTIONS
It was noted that Cllr S Chambers is to attend the above mentioned training event on the 19th July 2021. The event will be held at Horncastle and once completed, shall allow Cllr Chambers to competently test memorial headstones for safety. Cllr Chambers shall report the outcome of his training to members at the next Cemetery Committee meeting.
8. TO CONSIDER FUTURE CEMETERY CHARGES
The Clerk presented the committee with examples of other local cemetery charges for discussion. It was agreed that that some cemetery fee charges shall be increased forthwith from the 25th May 2021. The fee for the Exclusive Rights of Burial will be changed from the term of 99 years to 75 years. Interments for over 16 years including a memorial permit shall increase from £465 to £500 forthwith. The charge to erect a headstone (pre 2014) shall increase from £165 to £200.
9. TO DISCUSS FUTURE MAINTENANCE/DEVELOPMENT WORK
There were no suggestions for future maintenance or development work at the meeting.
10. TO DISCUSS ANY HEALTH AND SAFETY ISSUES
Health & Safety issues were mentioned within the meeting with particular reference to the ongoing problem of slippery leaves in the cemetery.
11. TO TRANSACT ANY OTHER BUSINESS
The Chairman, Cllr M Holyer informed those present that the gifted Owl Box had been installed in a tall tree in Addlethorpe Cemetery by Mr Hand. The Clerk mentioned to those present that there was not a recording system in place to record the contact details of the owners of graves should there be any queries. The Clerk suggested that she set up a spreadsheet for future reference if applicable under GDPR.
