INGOLDMELLS, ADDLETHORPE AND MOTTRAM’S GREEN JOINT CEMETERY MANAGEMENT COMMITTEE
MINUTES OF THE JOINT COMMITTEE HELD IN THE COUNCIL CHAMBER, INGOLDMELLS ON MONDAY 27th January 2020

2 CONFLICTS OF INTEREST:

3 TO CONFIRM THE MINUTES OF THE MEETING HELD ON 29th APRIL 2019 AND TO CONSIDER ANY ACTIONS ARISING FROM THE MINUTES
Cllr L Hemingway proposed that the minutes be confirmed. Seconded by Cllr R Short – RESOLVED UNANIMOUSLY
Matters arising:
New signage at Mottrams Green has been erected. The wall dividing the Cemetery has been removed. No further applications with regards to a Rose Garden have been received; therefore, the suggestion will not be taken further as the upkeep could cause a problem.
4 TO RECEIVE AN UPDATE ON 2019/2020 INCOME AND EXPENDITURE
The Clerk gave an update on the financial position of the cemetery accounts as at 27th January 2020. Cllr L Hemingway proposed that the Income and Expenditure schedule presented be confirmed. Cllr N Towers seconded the proposal – RESOLVED UNANIMOUSLY.
5 TO CONSIDER FUTURE CEMETERY CHARGES
The Clerk presented the committee with examples of other local cemetery charges for discussion. It was agreed that that the Cemetery charges would not be increased from the 1st April 2020. Cllr N Towers proposed that the charges remain the same. Cllr R Short seconded the
proposition. RESOLVED UNANIMOUSLY.
6 TO DISCUSS PERMITTING KERBED EDGING AROUND GRAVES
Discussion took place regarding a request to allow kerbed edging to be erected around a grave at Addlethorpe Cemetery. The Committee decided against allowing kerbed edging as it was deemed that the maintenance contractor would not be able to cut the edges effectively.
7 TO DISCUSS WHETHER OR NOT TO PURSUE THE CONSECRATION OF A STRIP OF LAND
The committee received a request by residents to reserve graves close to family members. The area in question is currently unconsecrated ground. The diocese has previously stated that the committee must prove
the ground is owned by the parish. Land registry documents prove ownership although the diocese have not accepted this. It was agreed that this would be further pursued with the diocese. The Clerk shall request a meeting with the Chairman Cllr M Holyer and the Bishop of Lincoln.
8. TO DISCUSS IN ACCORDANCE WITH THE LOCAL CEMETERY ORDER 1977 CONDUCTING MEMORIAL INSPECTIONS
A discussion took place regarding the responsibilities of inspecting memorials in both Addlethorpe Cemetery and the closed Churchyard.
It was agreed that the Clerk source information regarding training opportunities and inform the Chairman Cllr M Holyer.
9. TO DISCUSS FUTURE MAINTENANCE/DEVELOPMENT WORK
It was noted by the Chairman Cllr M Holyer that the main gates to the Cemetery are in a poor state of repair. Cllr B Short had also looked at the gates and thought they may be revived with a power wash, which he volunteered to do. It was decided to address the issue at the next meeting.
10. TO DISCUSS ANY HEALTH AND SAFETY ISSUES
Health & Safety issues were mentioned within the meeting with particular reference to slippery leaves.
11. TO TRANSACT ANY OTHER BUSINESS
Discussion took place regarding the dyke that runs along the side of Mottrams Green. It was noticed by the Chairman Cllr M Holyer and the Clerk that is full of debris and could do with clearing and desilting. Enquiries will be made in regards to having the dyke cleared.
12. TO AGREE A DATE FOR THE NEXT MEETING
27th July 2020 at 7.00 pm
The meeting closed at 8.20 pm
The meeting planned for the 27th July 2020 did not go ahead due to the COVID pandemic restrictions. These minutes are being confirmed at the Cemetery Committee meeting on the 24th May 2021.
