INGOLDMELLS PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING HELD BY VIRTUAL ZOOM ON WEDNESDAY 9th September 2020
The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session.
He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed

Resident (1) reported that vehicles have been seen speeding around the village and in particular by the main shopping area. The police force have been made aware

Councillor Vincent requested a minute silence to respect the memory of former Chairman and resident Mr John Arnott Watson.

3. TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 12th AUGUST 2020
The minutes were moved by Cllr S Chambers and seconded by Cllr Sargent. All in favour.
4. TO APPROVE A LIST OF AUGUST ACCOUNTS SUBMITTED FOR CONSIDERATION.
The accounts were moved by Cllr J Sargent and seconded by Cllr Mrs A Wormald. No matters arising. All raised hands in favour with the exception of Cllr L Hemingway who lost virtual zoom connection at that point in time.
5. TO CONSIDER A REQUEST TO EXTEND THE LEASE FOR SWIFTS FOOTBALL CLUB
A letter received from Swifts Football Club was read by the Clerk to the Council.
Swifts Football Club has received funding to carry out essential maintenance work on the changing rooms and club house. A peppercorn rent of £1 per year was agreed within the current lease. The football club’s existing twenty five year lease with the Parish Council expires in January 2022, therefore, an extension of a further twenty five years lease with the peppercorn rent of £1 per year was requested. The request was moved by Cllr J Sargent and seconded by Cllr A Stubbins – All were in favour.
6. TO CONSIDER ESTIMATES TO REPLACE THE CCTV SYSTEM AND INSTALL AN INTERCOM FOR THE OFFICE
Two quotations were be instructed to conduct the work. The item was proposed by Cllr S Chambers and seconded by Cllr L Hemingway. All were in favour with the exception of Cllr M Holyer who could not hear the discussion at that time.
7. TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS OR AMENDMENTS
S/090/01408/20 Castaways Family Holiday Park, Anchor Lane, Ingoldmells
Council members had no objections to the proposed extended opening time of the caravan site. The item was moved by Cllr A Stubbins and seconded by Cllr L Hemingway. All were in favour with the exception of Cllr M Holyer who could not hear the discussion on his tablet at that time.
8. TO CONSIDER ANY NEW PLANNING APPLICATIONS
N/110/1435/20 – Notice Under Article 38 of proposal for a Coastal Zone Local Development Order granting planning permission.
This proposal was met with many objections from the Council. The proposal was not viewed as either safe or feasible with the infrastructure currently in place not being able to support the proposal. The flood risk is also a major concern and managing such a situation should a flood occur could put the lives of incident support professionals in jeopardy. Councillor C Davie informed the meeting that the County Council will not support the proposal. Of those present both Cllr S Walmsley and Cllr J Sargent abstained whilst the rest of the members objected to the proposal. The Clerk suggested that Councillors and residents also lodge their own personal support or objections.
9.. TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK
The Chairman had nothing to report at this meeting:
The Clerk reported the following:
- Five new seats provided by the Coastal BID have been installed around the village by G P West, only two concrete bases were required.
- Following the illegal camping issue, metal posts have been put in the ground at the footpath entrance to the duck which will deter vehicle access.
- The NJC Pay Award has been announced 2.75% increase to be backdated to April & 1 extra day’s holiday for members of staff with less than 5 years’ service.
- The Clerk undertook online training on the 8/9 re: The New Parish Council website – took place yesterday – 8/9 on line. The website must be in place by the end of December. The new website is much improved for accessibility.
- Money Minder meeting with Ray Black – Thursday 1st or 8th October at 10.30am, Ray will provide the Virtual Zoom details. Awaiting confirmation.
- The Council insurance policy has increased by £140 this year.
- The Car park machines were broken into overnight at the weekend and despite one of the boxes not being taken by the thieves, we could not retrieve it ourselves, it was secured and unfortunately the thieves came and took it before Metric could come out and release the mechanism - £368 was taken. One machine is still working and emptied daily until a resolution is in place.
- ROSPA inspection of the play equipment in both Glebe Park and Queen Elizabeth playing fields has taken place with several medium risks for action. The Clerk has provided GP West with a copy and asked that a quotation for the maintenance is provided to the Clerk.
- A tree was uprooted and came down in the car park which was disposed of by Mr West. Further trees have been identified as dangerous and shall be removed.
- The Community Library has undergone a risk assessment and all measures are being put in place to secure opening at the end of September or beginning of October once all volunteers have been retrained on the new systems.
10. TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE
Cllr C Davie, District and County Council representative spoke of the following:
- The proposed Coastal Local Development Order (LDO) allowing no break in the holiday season until October 2022. He spoke of his personal view and that of Lincolnshire County Council’s opposition to the implementation of such an order.
- Cllr C Davie also spoke of the challenges that COVID has brought to the local tourism and hospitality industry with job losses. Retraining will be required for many.
- Cllr C Davie spoke of an upcoming meeting with ELDC representatives and the owner of Ingoldmells beaches.
- Also discussed was the Highways improvement project on Roman Bank
- The new Business Park at Skegness was discussed and the benefits that will bring to the area.
- An update was provided about the Connected Coast BID Towns Fund
- Information was provided about the proposed Grimsby Institute of Technology in Skegness
- Traffic enforcement requirements on Sea Lane, Anchor Lane and Roman Bank. were mentioned with Cllr C Davie suggesting that he set up a Zoom meeting between the Council and a Highways Senior Manager.
11. TO TRANSACT ANY OTHER BUSINESS
- It was proposed by Cllr B Vincent that a commemorative plaque be made in memory of former Chairman John Arnott Watson, seconded by Cllr A Stubbins.
- The possible location of the remaining recycled PVC seats was discussed and it was agreed they would be placed by need. The Clerk mentioned that two are required as replacements in Glebe Park.
- It was mentioned that the flower tubs and baskets in the village that were funded by the Coastal BID require emptying and either storing or filling. As they were provided through funding from the BID it was suggested that the BID may approve further funding to have them replenished and maintained.
- There was a question around “why the Cleaner wasn’t furloughed” to which the Clerk explained the guidelines in local taxation and the fact that the Cleaner and Clerk’s wages were already allocated within this year’s budget The monthly expenditure sheets relating to wages were signed off in a previous meeting. The Clerk and Chairman met almost daily through the start of the pandemic and made a decision not to furlough the Council Cleaning Operative.
12. COUNCIL COMMITTEE: TO DISCUSS THE CPP CAR PARKING PARTNERSHIP’S PROPOSAL FOR INGOLDMELLS PARISH COUNCIL
The Council went into a closed group to discuss proposals for the car park. There were different points of view with both the suggestion of a managed car park system or an upgrade of the current car park pay machines to allow card payments. Discussion took place for some time with the outcome that the Clerk would contact Metric for details and prices of converting or replacing the current coin machines to card payment machines. Council members will contact the Clerk with any questions regarding the car park companies’ proposals within the next 7 days. The representative from CPP had left the waiting room before we could speak with him. It was suggested that Council members bring their preferences ie: a managed car park by a company or managed by the Council to the next Council meeting for further discussion.
