INGOLDMELLS PARISH COUNCIL

 

MINUTES OF THE PARISH COUNCIL MEETING HELD BY VIRTUAL ZOOM ON WEDNESDAY 9th DECEMBER 2020

 

Neither the Chairman or Vice Chairperson were available to attend the meeting so former Chairman Cllr M Holyer welcomed all present and informed them that the meeting would be recorded and would include the public session.

 

He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed.

Resident (1) enquired if the Council would consider installing interactive map boards as they do in Skegness. The resident was informed that this had been discussed several years ago but the difficulties were: choosing which businesses to advertise and what would happen if the names of the businesses changed?

Cllr’s M Holyer, L Hemingway (tried but could not connect to Virtual Zoom) , Mrs J Ellis, A Stubbins, J Sargent, S Chamberlain, S Walmsley. Although unwell Cllr Mrs A Wormald was present for part of the meeting.

Cllr B Vincent (Chairman ). Cllr S Chambers was unable to attend as he has been sharing space with Cllr Vincent for virtual meetings.

 

Cllr C Davie, District and County Council representative for the Parish did not provide his apologies.

           

 

2.         CONFLICTS OF INTERESTS

 

            None received

 

3.         TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 11 NOVEMBER 2020

 

            The minutes were moved by Cllr J Sargent and seconded by Cllr A Stubbins. All present were in favour. There were no matters arising from the minutes.

 

4.         TO APPROVE A LIST OF NOVEMBER ACCOUNTS SUBMITTED FOR CONSIDERATION

 

The accounts were moved by Cllr J Sargent and seconded by Cllr A Stubbins. Cllr M Holyer asked a question around an item of expenditure. All present were in favour. RESOLVED UNANIMOUSLY

           

 

5.         TO RECEIVE AN UPDATE OF THE ACTIVITIES OF THE LINCOLNSHIRE COASTAL DESTINATION BID

 

The Chairman of the Lincolnshire Coastal Destination BID, Cllr Sid Dennis, was accompanied by the BID Manager Nicola McGarry. Discussion took place with regard to the difficulties the BID has faced throughout the pandemic. The planned activities and events could not go ahead due to the crisis and have now been scheduled for 2021. The BID have prioritised building a new team following the departure of original team members, they have built databases of contact information, been involved in the development of a flood risk assessment for caravan parks. They are rolling out a business watch scheme and they have been lobbying to have the levy payers bills reduced for next year. Following the first lock down, businesses were provided with a PPE pack of cleansing materials and health & safety posters. The two street rangers have been kept busy with routine maintenance work and supported Ingoldmells by painting railings on Sea Lane, and took part in a cleanup of the beach organised between ELDC and the BID. The BID manager informed the meeting that the BID would be able to plant up the planters and tubs in June although there would still be difficulties in watering the plants throughout the summer season. Cllr M Holyer asked the BID manager and Chairman if support could be provided to repair the bus shelter’s with missing panels. Although the response was initially positive, Cllr S Walmsley indicated that there was money in the Council budget to repair the shelters. It was left that maybe there could be a contribution from the BID to resolve the issue. Cllr S Dennis informed those present that the BID’s responsibility stretches 22 miles from Gibraltar point to Mablethorpe also including areas such as Woodthorpe and inland villages. Cllr S Walmsley asked if the BID would consider supporting an entertainment event in Ingoldmells, the BID manager responded that she would be happy to offer support although Ingoldmells does not have any large areas for a comprehensive event, bite size events may work. She offered to attend a meeting to discuss this further. The Clerk asked on behalf of the Chairman, Cllr B Vincent, if the BID could please explain why existing bus shelters promote posters advertising the coast and should not the posters be in locations that are not aware of the attractions of this coastline. The BID Chairman agreed that the posters should be in locations away from the coast and that marketing had already identified this anomaly. The BID Chairman explained that there is a fine line between what the BID can do to support Town and Parish Council’s and doing the jobs that the Councils are responsible for. The BID Chairman offered to attend Ingoldmells Parish Council meetings once a quarter in order to provide an update f the BID’s activities. Cllr M Holyer thanked both representatives of the BID for their attendance at the Council meeting.

 

6.         TO CONSIDER PROPOSALS ALREADY RECEIVED FOR THE LEASED MANAGEMENT OF THE CAR PARK

 

Cllr M Holyer presented this agenda item which quickly evoked strong feelings of disapproval from Cllr’s Mrs J Ellis and S Walmsley who were not in favour of the car park being leased at all. Cllr M Holyer explained the benefits of considering the proposal which along with a proposed annual income of £19,834 the non domestic rates of £4,890 and annual service charge to metric of £1,070 would be saved by the Council. Following the debate Cllr A Stubbins proposed that the UKPC car park proposal be accepted, this was not supported. It was not known that Cllr Mrs A Wormald could hear at this point in the meeting. Cllr S Walmsley proposed that the Council reject the UKPC proposal, continue to manage the car park and think of ways to counteract the danger to the Clerk in transporting cash when emptying the car park machines and depositing money at the bank. Cllr Mrs J Ellis seconded Cllr S Walmsley’s proposal. A recorded vote was taken, the results being the following: Votes to reject the UKPC proposal – Cllr’s S Walmsley, Mrs J Ellis, S Chamberlain. Cllr Mrs A Wormald voted against the rejection of the UKPC car park proposal. Those who abstained were Cllr’s M Holyer, A Stubbins and J Sargent. Cllr M Holyer explained that it is possible that the item could be resolved to be brought back to a later Council meeting.

 

 

7.         TO CONSIDER THE BUDGET SETTING PROCESS FOR 2021/2022

 

The Clerk informed the meeting that she had included an interim 2021/2022 calculation table in Councillors meeting packs for their perusal. Once she receives the actual tax base figure from ELDC she shall update the table to include in the January information pack. The Precept must be agreed at the 13th January Council meeting to meet the deadline for submission. The Clerk informed members that she had e mailed them draft budget figures for 2021/2022 allowing a 3.5% increase.

 

 

8.         TO RECEIVE A PRESENTATION FROM COUNCILLOR J SARGENT REGARDING A TREE ENHANCEMENT

 

            Cllr J Sargent has been instrumental in researching the benefits of trees to the environment and community. He presented his findings to the meeting and informed those present that the Woodland Trust are accepting applications to give away free tree saplings to communities. He suggested that Ingoldmells Parish Council had land which could be used for this project. Cllr J Sargent, Cllr M Holyer and the Clerk, Julie Rock took a self-distanced walk through the village and identified areas which would benefit from the planting of saplings. A set order for 105 tree saplings would cover areas in the following: Queen Elizabeth playing fields (30-40),

Glebe Park (20-30), Duck Dyke (10), the lay by on Chapel Road (3) and a further three on the corner of Burchnell Drive (highways permitting for both the lay by and Burchnell Drive). Cllr M Holyer indicated that any unaccounted saplings could possibly be planted in Addlethorpe Cemetery. If the Council were not successful in the application for saplings, the cost to purchase 105 would be £115 including protective sleeves. If the Council are successful with an application the protective sleeves and posts will be included Two quotes have been received by the Clerk from contractors to plant 105 trees, therefore the Clerk has suggested that a sum of £1200 is allocated to the 2021/2022 budget for this purpose. The planting of saplings is a simple process that several Councillors and the Clerk volunteered to help with once the saplings are delivered in March. Cllr J Sargent informed those present of the types of tree packages that were offered, after consultation the majority voted for the Wild Harvest package consisting of: Hazel, Blackthorn, Crab Apple, Dog Rose and Rowan trees. As the Blackthorn trees are quite spikey Cllr M Holyer suggested that some are planted in Addlethorpe Cemetery. Members present agreed that this should be a regular project in further years. Cllr J Sargent proposed that he apply to the Woodland Trust and £1200 is included in the 2021/2022 budget to purchase saplings, protective spirals, canes and planting costs if the application is not successful. Cllr A Stubbins seconded the motion which was supported by all present. RESOLVED UNANIMOUSLY

 

9.         TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS OR AMENDMENTS

 

            S/090/01671/20 – 50 Bank Drive, Ingoldmells, PE25 1LD – Full Planning Permission granted

           

10.       TO CONSIDER ANY NEW PLANNING APPLICATIONS

 

            S/090/01877/20 – Classic Coffee Shop, Sea Lane, Ingoldmells, PE25 1NU – Planning Permission – Provision of a canopy to provide a covered seating area for the existing coffee shop. Cllr A Stubbins proposed that there be no objection to the planning application which was seconded by Cllr M Holyer. All present supported the application – RESOLVED UNANIMOUSLY

 

11.       TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK

           

            There were no reports from the Chairman and Vice Chairperson who unfortunately through injury and illness were not able to attend the meeting.

           

            The Clerk reported the following:

:

  • The East Midlands Motor Caravan club have cancelled their booking this year due to the government COVID 19 restrictions, however, they are hopeful to return for their next booking in March 2021.
  • The organiser of the local Slimming World group has requested that the business use the facilities of the Royal Arthur Centre for members weigh in’s only on the 10th & 17th December. All COVID hygiene measures will be in place and the group will not meet in full, just an ‘in and out’ procedure.
  • Notification was received from the Returning Officer at ELDC that the Council can advertise for co option at a time when they agree to do so.
  • The new Parish Council website is currently being built and shall be completed by the 21st December 2020.

           

12.       TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE

 

Cllr C Davie, District and County Council representative did not attend the meeting or present a report for the Clerk to read on his behalf.

 

13.       TO TRANSACT ANY OTHER BUSINESS

 

Cllr J Sargent informed the meeting that he had been given an owl box if anyone had use for it. It was suggested that the Owl Box would be in a safe location in one of the tall trees in Addlethorpe Cemetery.
