INGOLDMELLS PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE ROYAL ARTHUR HALL, INGOLDMELLS, ON MONDAY 14 MARCH 2022
The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session.
He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed.
Public session
Members of the public present: 11
Resident 1 informed members that the Ingoldmells Community and Social group were starting a new project to promote wellbeing and healthy living amongst their members. The organisers are going to have 6’ x 4’ raised planter beds installed at the former bowling green club. Resident 2 spoke of a conversation he had with another resident whose child suggested that Ingoldmells should have some clubs for children, in particular kick boxing, scouts or something of that nature. It was suggested by the Chairman that if any established clubs approached the Council then the Council would encourage the clubs to use the Royal Arthur Community Hall as a base. Cllr Walmsley would contact the scouts. The Chairman also suggested that residents source clubs available for the children. Resident 3 mentioned that she had noticed that the yellow lines on the road at the bus stop outside the Heron shop had been repainted. Now that the broken lines have been repainted parking enforcement will be able to act upon offenders.

Cllr C Davie, District and County Council representative for the Parish and Cllr J Sargent. No apologies were received from Cllr S Chamberlain (Vice Chairperson)

3. TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 14th FEBRUARY 2022
The minutes were confirmed by Cllr Holyer and seconded by Cllr Clements. All raised their hands in favour in with the exception of Cllr Walmsley. Cllr Hemingway did not attend the February meeting. RESOLVED UNANIMOUSLY. Matter arising: Cllr Walmsley said it was he and not Cllr Stubbins who said that: Councillors who voted for an increase in the precept, should ‘hang their heads in shame’. The Clerk pointed out that the audio transcript along with her notes said otherwise.
4. TO APPROVE A LIST OF FEBRUARY ACCOUNTS SUBMITTED FOR CONS
Cllr Hemingway proposed that the accounts be moved, seconded by Cllr Holyer. All raised their hands in favour with the exception of new member Cllr Stevens. Matters arising: Cllr Holyer asked the Clerk if the £900 paid for the new fencing had been returned from the 106 agreement fund. The Clerk advised that she has reclaimed the money although it has not been repaid as yet.
5. TO APPROVE EMPLOYING THE CURRENT CLERK IN A SUPPORTING ROLE TO THE NEW CLERK
Cllr Clements proposed that the current Clerk be employed in a supporting role to the new Clerk for a month. Cllr Hemingway seconded the proposal. RESOLVED UNANIMOUSLY
6. TO CONSIDER A REQUEST FROM SWIFTS JUNIOR FOOTBALL CLUB WITH REGARD TO THE COUNCIL MAKING A CONTRIBUTION TOWARDS SOLICITORS FEES FOR THE LEASE.
Council members previously received a copy of a letter from Swifts Junior Football club outlining the request for a contribution towards solicitor fees for the new lease. The letter outlines that the total fee would be £1,440. Members discussed the request in full with the result that Cllr Vincent proposed that Ingoldmells Parish Council ask for a contribution of £1000 from Swifts Junior Football Club and then the Council would pay the solicitors fee in full using the section 137 funding. The proposal was seconded by Cllr Walmsley. All members present were in favour. RESOLVED UNANIMOUSLY
7. TO CONSIDER A REQUEST FROM INGOLDMELLS FOODBANK FOR A DONATION OF £300 TO PURCHASE A NEW FRIDGE FREEZER
Council members previously received an e mail request from a member of Ingoldmells Food bank to consider support by means of a donation of £300 for the purchase of a new fridge. Cllr Vincent along with the Clerk had received e mails from residents with a number of questions as to the legitimacy of the private food bank. Questions arose regarding the bank account and who the account was registered to? If the bank account was registered to Ingoldmells Food Bank, what happened to the fridge that Cllr Davie paid for? Despite declaring an interest in the food bank, Cllr Stevens offered to answer the questions as he is the patron of the food bank. He declared that the foodbank is not registered as a charity nor is it registered with the Trussell Trust. He informed those present that it would be too expensive to register as a charity although Lincolnshire Resilience forum had sought assistance from the Foodbank during the pandemic. Cllr Stevens replied to another question that he had not received any funding from Chapel St Leonards Council with regards to supporting residents there. He also stated that Ingoldmells Food bank is a private concern which uses the treasurer’s private bank account to receive contributions. When asked the question by the Chairman, Cllr Stevens thought the last AGM was in February 2022. Cllr Stevens informed those present that he will set up a bank account in the name of Ingoldmells Food Bank. It was proposed by Cllr Holyer that it seems prudent to adjourn the agenda item to a later meeting. Cllr Stubbins seconded the proposal. All were in favour with the exception of Cllr Walmsley who abstained from the vote.
8. TO RECEIVE AN UPDATE FROM CLLR STUBBINS ON HIS IDEA TO PLACE A COVID 19 NOTIFICATION PLAQUE IN THE ROYAL ARTHUR COMMUNITY CENTRE
Cllr Stubbins said that he had e mailed the manager who was in charge of the vaccination programme ‘Zoe’ but he had not as yet received a reply.
9. TO RECEIVE AN UPDATE FROM CLLR MRS ELLIS ON THE THREE LOCATIONS THAT SHE HAD SOURCED TO INSTALL THE 1953 FLOOD INFORMATION BOARD.
Cllr Mrs Ellis announced that in her opinion the best place for the information board was at the corner of the top of Sea Lane, near the SPAR shop. Cllr Ellis has enquired of the Mellor business, if the land belongs to them. The Clerk also mentioned that she had contacted a senior Highways officer to ascertain if the land belongs to Highways. Other locations mentioned in the discussion were on the Seafront and in front of Glebe Park. As the sea front promenade is private land that idea was not explored further. Cllr Walmsley mentioned that he believed there were two large frames with pictures of the floods stored at Butlins. Cllr Holyer was asked if through his connections with Butlins, could he find out if the boards were located there? It was agreed to readdress the issue at a later date once replies had been received from highways and Mr Mellor.

11. TO CONSIDER ANY NEW PLANNING APPLICATIONS
Consultation on new planning application: S/153/00186/22 – Summer lands Caravan Park - Erection of a family entertainment centre, provision of car parking and demolition of the existing public house: Cllr Vincent proposed that members support the application, which was seconded by Cllr Stubbins. With the exception of Cllr Clements who had previously declared an interest, all other members were in favour.
12. TO RECEIVE FEEDBACK FROM COUNCILLORS WHO SERVE UPON OUTSIDE BODIES
No information was forthcoming
13. TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK
The Chairman did not have a verbal report to share at the meeting
The Clerk reported the following:
- Pipers Windows have completed repairs to the Mobility Shelter, replaced the glass in the office window, realigned the door in the Royal Arthur centre and replaced a window catch in the Library.
- The new piece of fencing has been installed in Glebe Park. and a claim for the section 106 agreement money has been submitted.
- 150 - 50p coins have been ordered from the Royal Mint at a reduced rate of £3.55 each. The total including VAT is £639 – there are 140 children at Ingoldmells Academy School.
- Smith of Derby Clockmakers have serviced the Council Offices Clock
- The East Midlands Motor Caravanners club have enjoyed a successful visit over the past weekend, 10th to 13th March.
- A contribution of £500 from Cllr Colin Davie – Queen’s Platinum Jubilee Celebrations
14. TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE
Cllr Davie provided his apologies to the Clerk and explained that he was in France, representing Lincolnshire at the Global Investment meeting in Cannes. He asked the Clerk to report that Highways have put in place the yellow lining on Anchor Lane and he also sent the Highways report on a separate e mail. Cllr Davie also mentioned that he has processed a grant of £500 towards Ingoldmells Platinum Jubilee celebrations.
15. TO TRANSACT ANY OTHER BUSINESS
Cllr Stevens introduced a businessman ‘Mr French’ who was in attendance at the meeting. Mr French’s representative had approached Cllr Stevens and the Clerk to discuss the planning application... Mr French spoke of a planning application which had already been decided upon by ELDC. It is thought that Mr French will resubmit the application.
