INGOLDMELLS PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE ROYAL ARTHUR HALL, INGOLDMELLS, ON MONDAY 11 APRIL 2022

The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session.

He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed.

Public session

Members of the public present: 1

Resident 1, enquired if the agenda points could be discussed at the end of the meeting.  Cllr Vincent agreed the points could be discussed at the beginning of the meeting. Resident 1 also enquired if there were any plans in place for the Queens jubilee. Cllr Vincent said a group was being approached to carry out the task of organising the event.

M Holyer, J Sargent, L Hemingway, Mrs J Ellis, T Stubbins, G Clements, S Walmsley, R Stevens.

                          Cllr C Davie, District and County Council representative for the Parish.

              2.         CONFLICTS OF INTERESTS

            Cllr G Clements – any decisions regarding caravan sites. Cllr L Hemingway – agenda item 5

3.         TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 14th MARCH 2022

The minutes were confirmed by Cllr Holyer and seconded by Cllr Hemingway. All raised their hands in favour in with the exception of Cllr Chamberlain. Cllr Sargent did not attend the March meeting. RESOLVED UNANIMOUSLY. Matter arising: Cllr Walmsley said he would approach the scouts and Cllr Stevens who said in regard to the food bank if was a ‘fridge’ not ‘fridge/freezer’.

4.         TO APPROVE A LIST OF MARCH ACCOUNTS SUBMITTED FOR CONSIDERATION

Cllr Sargent proposed that the accounts be moved, seconded by Cllr Holyer. All raised their hands in favour with the exception of new member Cllr Stevens. Matters arising: Cllr Holyer asked the Clerk if the £900 paid for the new fencing had been returned from the 106 agreement fund. The Clerk advised that she has reclaimed the money although it has not been repaid as yet.

5.         TO CONSIDER BEQUEATHING A MONTH OF FREE RENTAL TO THE GROUPS WHO FREQUENT THE ROYAL ARTHUR COMMUNITY CENTRE

            Cllr Holyer proposed that the groups using the Royal Arthur Community Centre can be given a month free rental, along with a thank you letter from the Council as a goodwill gesture for their continued support. This will take place in September.  Cllr Stevens seconded the                            proposal commented that maybe it could be extended to the Bowling Green club.  RESOLVED UNANIMOUSLY

6.         TO RECEIVE A FURTHER UPDATE FROM CLLR STUBBINS ON HIS IDEA TO PLACE A COVID 19 NOTIFICATION PLAQUE IN THE ROYAL ARTHUR COMMUNITY CENTRE

Cllr Vincent suggested wording to include reference to the volunteers and dates. Plaque or certificate for Vaccination Centre from March 2021 to February 2022. Costing for plaque and wording to be obtained will be funded by the Council. Proposed by Cllr Vincent and was seconded by Cllr Holyer. All members present were in favour. RESOLVED UNANIMOUSLY

7.         TO FURTHER DISCUSS WHERE TO INSTALL THE 1953 FLOOD INFORMATION BOARD.

Following the discussion from the March meeting Cllr Holyer had approached Butlins regarding the notice board for the 1953 flood information, but there is no longer one on site. Cllr Stevens has approached Hardy’s who are willing to have the information board on the green. Cllr Stevens proposed outside of Hardy’s on the green, opposite BJ’s, seconded by Cllr Holyer. All in favour, except Cllr Walmsley who was against.

  • Action – Look at size of the notice board, more quotes and prices. Blue board on handout seemed to be popular. To decide on stenciling or tags once the quotes are in for the victims of the floods. Photos will also go on the board.
  • Action – Letter to Hardy’s from the clerk requesting permissio     

8.         TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS OR AMENDMENTS

S/090/02071/21 – 1-2 Cheers, Walls Lane. Change of use from car park to seating area. Concerns:

Access and traffic. Health and Safety

-Objection

Proposed by Cllr Vincent, Seconded by Cllr Holyer, AGAINST UNANIMOUSLY

S/090/0094/22 – Butlins – Skyline. Erection of 60 accommodation and canteen pods for live in team. Cllr Holyer approved, seconded by Cllr Vincent. IN FAVOUR UNANIMOUSLY.

9.         TO CONSIDER ANY NEW PLANNING APPLICATIONS

  • None received

10.       TO RECEIVE FEEDBACK FROM COUNCILLORS WHO SERVE UPON OUTSIDE BODIES

  • No information was forthcoming

13.       TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK

            The Chairman reported that the A52 from Summerland’s was looking feasible for bypass as informed by Cllr Davie

            The Clerk reported the following:

 

  1.       Parish Election fees to East Lindsey - vacancy - £48.50        
  2.       £500 Councillors (Colin Davie) Community grant has been awarded by ELDC to be           spent on the Queen’s Platinum Jubilee celebrations
  3.       Grant claim has been submitted to GLL for the Community Library – claim amount          for 2022-2023 - £5,167
  4.       Grant claim has been submitted for the 2022/23 grass cutting agreement with LCC -       £2426.03
  5. The new noticeboard has been installed at the front of Glebe Park

14.       TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE   DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE
