MINUTES OF THE INGOLDMELLS EXTRAORDINARY MEETING HELD ON  MONDAY 18TH DECEMBER 2023, 7.15PM, AT THE COUNCIL OFFICES, SKEGNESS ROAD, INGOLDMELLS, LINCS, PE25 1NL

PRESENT: Cllrs, Bill Vincent (Chair), Jason Boswell, Stuart Chambers, Tony Stubbins, Bev Oldbury, Philip Lacey-Green, Rob Stevens, Paul Sutton 

ALSO PRESENT: A Greaves (Clerk) six members of the public 

ABSENT:   Cllr, Jack Sargent 

The Chairman, asked that everyone please stand, and a minute’s silence was observed in memory of Cllr Kevin Brinkley

220/23   APOLOGIES AND REASONS FOR ABSENCE 

Apologies were received from Cllr Sargent due to illness. It was unanimously resolved that the apologies be accepted

221/23   DECLARATION OF MEMBERS’ INTERESTS AND APPLICATIONS FOR DISPENSATION

Cllr Stevens declared a pecuniary and personal interest under item 16.2 as an applicant. Cllr Stevens stated he would leave the room during the discussion of the item and would not take part in any vote. 

A further declaration of interest was made during the meeting by Cllr Stubbins under item 12, in his capacity as a Addlethorpe Councillor. Cllr Stubbins stated he would remain in the room but would not take part in discussion or any vote under that item of business

222/23   MINUTES

It was proposed by Cllr Chambers, seconded by Cllr Boswell, and resolved with 7 votes for, and 1 abstention by Cllr Stevens to confirm the minutes of the meeting held on Monday 13th November 2023 as a true record and signed by the Chairman
 
223/23   DEPUTATIONS FROM MEMBERS OF THE PUBLIC 

The Chairman suspended Standing Orders to provide an opportunity for the public to address the Council in relation to any other matters concerning the parish:

Christine Oakley on behalf of the Bowling Green Club, thanked Cllrs, Vincent, and Chambers for all their efforts regarding the installation of the Christmas decorations. 
A deputation was also made regarding the continuing issue of illegal pavement parking, this time outside Heron Foods

224/23   CHAIRMAN'S ANNOUNCEMENTS

Cllr Vincent thanked Cllr Chambers for all his efforts regarding the installation of the Christmas decorations. He also thanked everyone who was involved in organising the Switch-On event and the Christmas market, which was a great success

227/23   TO RECEIVE NOTIFICATION OF ANY PLANNING APPLICATIONS 

S/090/01797/23 
Amendment - Extensions to existing fish and chip restaurant and out sale to provide a store, extension to covered area to provide an additional seating area, extension to ice cream parlour and kiosk and hot food takeaway, first floor extension to provide staff room/store. 
The Pie Palace, Sea Lane, Ingoldmells, Skegness, PE25 1PG
No Objections – Proposed by Cllr Stevens, seconded by Cllr Vincent and resolved with 7 votes for and 1 abstention 

228/23   FINANCE 

It was proposed by Cllr Vincent, seconded by Cllr Stevens, and unanimously resolved:

228.1   To authorise payments for expenditure 

228.2   To receive and note the budget report showing expenditure for the year to date

228.3   To approve and confirm an amount of £1500 for a Chairman’s Allowance, in pursuance Section 15 (5) of the Local Government Act 1972

228.4   That the total budgetary requirement is £344,324 which is offset by a contribution from reserves of £292,506. Thus, would set the 2024-2025 precept at £51,818 (+3.38%)

229.4   The Clerk is authorised under LGA 1992, section (41), to issue a precept notice

229.5   To East Lindsey District Council 

229/23   COUNCIL VACANCY 

As no request for an election had been received by East Linsdey Council, it was proposed by Cllr Vincent, seconded by Cllr Stevens, and unanimously resolved that Council wishes to fill its vacancy by way of co-option, with a closing date for applications as Friday 12th January 2024

230/23   GATES AND HEIGHT BARRIER

It was proposed by Cllr Chambers, seconded by Cllr Stevens, and unanimously resolved to accept the quotation and approve the expenditure of £2750.00

231/23   RECOMMENDATION FROM THE JOINT CEMETERY COMMITTEE

It was proposed by Cllr Vincent, seconded by Cllr Chambers, and resolved with 7 for and 1 abstention by Cllr Stubbins, to award Addlethorpe Parish Council £3469.63, as a share of the Cemetery income from the past 5 years 

232/23   TO CONSIDER ANY CORRESPONDENCE RECEIVED

None 

233/23   ITEMS FOR INFORMATION ONLY

233.1   Discussions took place with regards to potholes/conditon of the pathway from the exit of the carpark. Cllr Vincent advised he is planning a walkabout with the County Council 

233/2   Cllr Stubbins asked if Councillor photographs could be reinstated 

234/23   DATE AND TIME OF THE NEXT MEETING 

Members noted the date as Monday 15th January 2024 at 7.15pm

235/23   TO RESOLVE TO MOVE INTO CLOSED SESSION IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 DUE TO THE CONFIDENTIAL NATURE OF THE BUSINESS TO BE DISCUSSED IN RELATION TO THE FOLLOWING MATTERS:

235.1   The Clerk gave a verbal update regarding correspondence pertaining to Onecom Ltd

235.2   It was proposed by Cllr Stubbins, seconded by Cllr Vincent, and unanimously resolved to accept the quotation and engage with GP West, from April 2024

Prior to the next item of business, Cllr Stevens left the room

235.3   It was proposed by Cllr Lacey-Green, seconded by Cllr Boswell, and unanimously resolved to defer this item, and to arrange a site visit

The Chairman thanked members for their contributions and wished everyone a Happy Christmas. Meeting closed at 8.23pm
