MINUTES OF THE INGOLDMELLS PARISH COUNCIL MEETING HELD ON MONDAY 9TH SEPTEMBER 2024, 7.15PM, AT THE COUNCIL OFFICES, SKEGNESS ROAD, INGOLDMELLS, PE25 1NL

Apologies were received from Cllrs, Sargent and Stubbins due to sickness. It was proposed by Cllr Holyer, seconded by Cllr Stevens and unanimously resolved that the apologies be accepted

It was proposed by Cllr Chambers, seconded by Cllr Hemingway and resolved with 7 votes for, and 1 abstention to confirm the minutes of the meeting held on Monday 8th July 2024 as a true record

DEPUTATIONS FROM MEMBERS OF THE PUBLIC
A deputation was made regarding Glebe Park being occupied by rough sleepers.
Cllr Stevens gave a verbal report following his site visit and investigation. The resident thanked Cllr Stevens for his efforts

TO RECEIVE ANY REPORTS FROM THE CAR PARK WORKING GROUP
It was proposed by Cllr Stevens, seconded by Cllr Chambers and unanimously resolved:
To go out to tender for the re-surfacing of the Council carpark on Skegness Road  
To tar and chip the whole site surface, re-line, and to include the removal of the bollards and bus shelter 
To use invitation to tender, Contract Finder, social media, Councils website/notice boards 
A closing date of 31st December 2024. Tenders received will be opened and considered at the Parish Council meeting in January 2025, in accordance with Council procedure

TO RECEIVE NOTIFICATION OF ANY PLANNING APPLICATIONS 
S/090/01189/24 
Days To Remember Touring Park, Eildon, Walls Lane, Ingoldmells, PE25 1JH
Change of use of existing touring caravan site to form a static caravan site (siting of 28no. static caravans each with decking and sheds), alterations to existing internal access roads, construction of internal access roads, provision of lighting, car parking and a recreation area. Demolition of existing amenity block
 
It was proposed by Cllr Stevens, seconded by Cllr Hemingway and unanimously resolved to recommend refusal on the grounds of over development and a shortage of touring sites in the area

It was proposed by Cllr Vincent, seconded by Cllr Stevens and unanimously resolved to authorise payments for expenditure

Unanimously resolved to duly appoint Cllrs, Vincent, Chambers and Stevens as signatories for the Cambridge & Counties Bank

It was proposed by Cllr Stevens, seconded by Cllr Chambers and resolved with 8 votes for and 1 abstention to accept the quotation of £9,200 + vat and to award the contract to Advanced Roofing Lincolnshire Ltd

COUNCIL BUS STOPS QUOTATIONS FOR GLAZING REPLACEMENT
None received

RoSPA PLAYGROUND SAFETY INSPECTION REPORTS 
It was unanimously resolved that Council note the reports, and authorises Cllr Chambers to liaise with Councils contractor to secure and tighten the swing hangers and metal bracket to the top bar at Glebe Park

COUNCIL’S INSURANCE 2024-25
It was proposed by Cllr Vincent, seconded by Cllr Hemingway and unanimously resolved to approve the premium expenditure for the year, on the proviso, the Clerk first seeks additional quotations on a like to like policy basis

A discussion took place to ensure clarification and understanding. It was proposed by Cllr Vincent, seconded by Cllr Holyer and unanimously resolved to approve and adopt the policy

Noted Mr Skepper (Stagecoach) regarding the installation of a bus stop pole and flag at the lay-by on Sea Lane. 
Cllr Hemingway, thanked Cllr Stevens for his efforts during the bus stop demonstration
