INGOLDMELLS PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING HELD BY VIRTUAL ZOOM ON WEDNESDAY 13th JANUARY 2021
The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session.
He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed

Resident (1) informed those present that whilst he was is on holiday the food bank will operate as normal and for residents to contact the usual telephone number for any enquiries. Resident (2) informed those present of a motor accident opposite the Swifts football ground and was concerned that drivers were not as aware of the sharp bend on School Lane although signage is provided.. He thought it possible that more signage is required.

3. TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 9 DECEMBER 2020
The minutes were moved by Cllr L Hemingway and seconded by Cllr A Stubbins. All present at the December meeting were in favour. Matters arising from the minutes were an amendment requested from Cllr J Sargent for agenda item 8, he informed the meeting that there would be no extra charge for protective sleeves for the saplings should the application be successful.
4. TO APPROVE A LIST OF DECEMBER ACCOUNTS SUBMITTED FOR CONSIDERATION
The accounts were moved by Cllr J Sargent and seconded by Cllr Mrs A Wormald.
All present were in favour except for Cllr S Chambers who lost connection at that point in time. No matters arising. RESOLVED UNANIMOUSLY
5. TO DISCUSS AND SET THE 2021/2022 PRECEPT
Discussion took place amongst members as to whether the council should keep the precept for 2021/2022 as the same for this financial year or increase it in line with inflation. Cllr S Walmsley asked Cllr C Davie if he knew the percentage increase for both Lincolnshire County Council and East Lindsey District Council. Cllr C Davie informed those present that LCC are proposing a 2% increase with ELDC still in consultation. Concerns for residents who have financially suffered throughout the pandemic were considered along with the view that inflation at 2% should also be considered. Cllr J Sargent offered an example of why the Council should increase the precept in line with current inflation. Cllr J Sargent proposed a precept increase of 2% seconded by Cllr L Hemingway. Calculated on a base rate of 536 which is a band D equivalent figure, the charge to each household shall be £82.72 per year an increase of £1.62 from 2020/2021. The amount of precept payable to Ingoldmells Parish Council being £44,339. A recorded vote was taken. Those in favour: Cllrs J Sargent, L Hemingway, A Wormald, S Chambers, S Chamberlain, B Vincent, M Holyer. Members against: Cllr’s A Stubbins, Mrs J Ellis, S Walmsley.
6. TO CONSIDER THE BUDGET SETTING PROCESS FOR 2021/2022
The Clerk requested that Council members familiarise themselves with the draft budget documents that she has provided to them and be prepared to discuss at the Finance Committee meeting on the 20 January with a view to the 2021/2022 budget being approved at the February Council meeting.
7. TO CONSIDER A REQUEST FROM MR GOOD AT THE COUNTRYMAN PUBLIC HOUSE TO ADOPT HALF OF THE DYKE ON QUEEN ELIZABETH PLAYING FIELDS
Following discussion by members it was proposed by Cllr Mrs J Ellis that the land is leased to Mr Good on a term to be reviewed by the Council every three years. A peppercorn rent is to be agreed for Mr Good to maintain the land and any legal representation fees to be paid for by Mr Good and at no cost to the Council. Cllr C Davie advised the Council that members understand the rules of adverse possession before entering into any agreement. The proposal was seconded by Cllr S Walmsley. All in favour. RESOLVED UNANIMOUSLY. The agenda item is to be discussed in further detail at the General Purposes Committee meeting on the 20 January.
8. TO RECEIVE A WRITTEN REQUEST FROM THREE COUNCIL MEMBERS TO SUSPEND STANDING ORDERS TO FURTHER DISCUSS AND MAKE A FINAL DECISION ON AGENDA ITEM 6 OF THE COUNCIL MEETING OF THE 9 DECEMBER 2020
The Chairman Cllr B Vincent informed members that the Clerk had received written requests from three members of the council requesting that standing orders are suspended to further discuss item agenda 6 of the Council meeting of the 9 December. Cllr B Vincent informed members that the decision taken on the 9 December to not consider the UKPC proposal presented and also to receive a counter proposal to reverse the decision made in October to consider leasing the car park was not final or within the guidelines of the council constitution. Discussion took place regarding documentation that the Clerk had e mailed to members from Lincolnshire County Councils parking services officers. This consisted of legislation attributing to the lawfulness as to why ANPR cameras cannot be used to issue tickets on Council property. UKPC had produced a document with an alternative warden control service instead of using ANPR camera’s which had also been received by members. Following a lively discussion Cllr A Stubbins proposed that the Council engage in discussions with UKPC with a view to the company leasing the car park. Cllr S Chambers seconded the motion. Those in favour were: Cllrs A Stubbins, S Chambers, Mrs A Wormald, M Holyer, B Vincent, L Hemingway, J Sargent. Those against were: Cllrs S Chamberlain, S Walmsley. Cllr Mrs J Ellis abstained from the vote.
9. TO CONSIDER THE OPTIONS AVAILABLE TO SUPPORT THE PUBLIC SPACE PROTECTION ORDER FOR INGOLDMELLS – LEAD BY COUNCILLOR S WALMSLEY
Cllr Walmsley requested that Council members consider the implications for residents in not having a Community Dog Warden onsite to protect the public space protection order. The Clerk spoke of the difficulties that the Council would possibly encounter if they do not have a person in place to deal with all the issues that the Community Dog Warden dealt with while in post. She informed the meeting that the previous warden was a great source of help and assistance to the village. He took on tasks in supporting the Clerk to enable her to evidence reports of fly tipping, dog fouling, park maintenance, beach problems reported to ELDC, litter picking, surveillance, and traffic enforcement knowledge for LCC, car park machine emptying and associated problems with the car park machines. Although, he was only employed for 10 hours a week the clerk said the role could also be used for small maintenance tasks. The Clerk had produced a costings document which was distributed to members in their meeting packs. The discussion had mixed views and it was proposed by Cllr S Walsmley to bring the suggestion to employ the Council’s own Community Warden to further discuss at the General Purposes Committee meeting on the 20th January. The proposal was seconded by Cllr B Vincent. With the exception of Cllr S Chamberlain all raised their hands in favour.
10. TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS OR AMENDMENTS
- S/090/01935/20 – Silver Beach Caravan site, Ingoldmells, PE25 1LX erection of a workshop for ancillary storage– Full Planning Permission granted
- S/090/01860/20 – Sealands Caravan Park, Ingoldmells, PE25 1JU extensions and alterations to the existing reception/sales office – Full Planning Permission granted

Notifications received from ELDC regarding the following:
- EC/090/00073/20 Static Caravan at Merrimeade, Sea Lane, Ingoldmells – The Planning Contravention Notice issued on the 10th September 2020 has been complied with.
- EC/090/00197/20 Erection of a garage at the Moody Cow Public House, Sea Lane, Ingoldmells, PE25 1NU – The caravan has permission to be sited and used for residential accommodation, previous reference S/090/00701/02. Planning permission is required for the erection of the garage.
11. TO CONSIDER ANY NEW PLANNING APPLICATIONS
BUTLINS SKYLINE LTD – S/090/02215/20 Erection of a building to accommodate a performance stage and seating. The application was supported by Council members by e mail and submitted by the Clerk as the submission date fell before the January Council meeting.
The Chairman asked the Clerk to put Cllr Mrs J Ellis on mute at this point as there was an amount of disruption noise coming from her home.
12. TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK
There were no reports from Chairman and Vice Chairperson.
The Clerk reported the following:
- The new website has been built and active but not yet fully updated with the information.
- Ivy has been cleared from the back of the Royal Arthur centre which was growing in to the roof space.
- Following conversation with the Chairman, Cllr B Vincent the Clerk offered the Royal Arthur Centre to the Lincolnshire Resilience forum to be considered as a Vaccination Centre
- Due to the government’s Covid 19 restrictions the East Midlands motor caravanner’s group have cancelled the March booking.
- The Clerk has received two applications for the role of Councillor by co-option. Council members requested that the formal application is advertised and to be an agenda item for the February Council meeting.
13. TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE
The Chairman asked the Clerk to unmute Cllr Mrs J Ellis on virtual zoom.
Cllr C Davie, District and County Council representative spoke of the COVID emergency and the decreasing number of infections by daily figures. He informed those present that up to 210,000 people are being vaccinated daily with further increases as the program is rolled out across the UK. Two new vaccination centre’s are being opened this week at the Storehouse in Skegness and the Marisco Medical Practice in Mablethorpe. Residents will receive a letter inviting them to attend appointments and there is no need for them to call enquiring over appointments. Cllr C Davie informed those present that it looks unlikely that there will be a lift in the economy before Easter and that some people have received no financial support at all. Over 4,000 members of staff at Lincolnshire County Council are working remotely and the AA voted Lincolnshire County Council as the best in the Country in dealing with highways repairs. Cllr C Davie also reported that there are a large number of people moving to Lincolnshire from the south of England. Cllr S Chamberlain asked Cllr C Davie if he had an update on the footpath query that he had informed Cllr C Davie of some time ago. Cllr C Davie informed Cllr S Chamberlain that he hopes to hear from Mr Miller in the next few days.
14. TO TRANSACT ANY OTHER BUSINESS
Cllr J Sargent asked if the owl box has been installed in a tree in the cemetery yet. Cllr M Holyer informed him that the cemetery committee has not met for some time and he would speak with a contractor in due course as the tree is too high for him to climb. Cllr S Walmsley has been offered two Christmas trees to plant for the village possibly in containers. Cllr M Holyer informed the meeting that the grass maintenance contract with Welton Garden Services expires in March and suggested that the council continue with the current agreement for another year if the contractor does not increase the costs. The Clerk will speak with the contractor and the matter will be discussed again at the General Purposes Committee meeting.
