INGOLDMELLS PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING HELD AT VINCENTS RESTAURANT, SKEGNESS ROAD, ON MONDAY 17th May 2021
The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session.
He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed.
Public session
Members of the public present: 6
Resident (1) informed those present that it is her belief that parking enforcement officers had visited Ingoldmells and not issued any penalty notices. Resident (2) informed those present that she is moving from the area and will no longer be responsible for running the Community Forum at the former Bowling Green club on Glebe Park and that a new Chairman is in place. Resident (1) spoke of a situation she was witness to whereby a young family with a double pushchair had walked from Trunch Lane to Anchor Lane along the A52 because sand had blocked the promenade, not allowing them safe access. It was pointed out that this was a dangerous journey on a stretch of road without a footpath and a consequence of the promenade not being cleared of a buildup of sand.

3. TO ELECT A CHAIRPERSON OF THE COUNCIL
Councillor Vincent asked for nominations to elect a Chairperson of the Council. Cllr Stubbins proposed Cllr Vincent with Cllr Hemingway seconding the proposition. Cllr Walmsley proposed Cllr J Sargent as Chairperson which was not a position that. Cllr Sargent felt that he was ready for at this point in time. Cllr Vincent was duly elected Chairman of the Council for the ensuing year.
4. TO RECEIVE THE CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE
In the presence of all in attendance the newly elected Chairman, Cllr Vincent signed the following proclamation
“I Anthony William Vincent having been elected to the office of Chairman of the Council declare that I take that office upon myself and will duly and faithfully fulfil the duties of it according to the best of my judgement and ability.
I undertake to be guided by the National Code of Local Government Conduct in the performance of my functions in this office”
5. TO ELECT A VICE CHAIRPERSON OF THE COUNCIL
Cllr Holyer proposed Cllr Chamberlain. The proposal was seconded by Cllr Chambers. Cllr Stubbins proposed Cllr Mrs Ellis which was seconded by Cllr Walmsley. A show of hands took place for both nominations, the result being that Cllr Chamberlain received a show of hands from: Cllr’s Sargent, Holyer, Vincent, Chambers, Hemingway, and Clements. The nomination for Cllr Mrs Ellis received a show of hands from Cllr’s Stubbins and Walmsley. Cllr Chamberlain was duly elected Vice Chair of the Council for the ensuing year.
6. TO APPOINT COUNCILLORS TO SERVE AS REPRESENTATIVES ON THE INGOLDMELLS AND ADDLETHORPE CEMETERY JOINT MANAGEMENT COMMITTEE (3)
Nominations to serve on the committee were requested by the Chairman. Cllrs Holyer, Hemingway, Chambers, raised their hands. Cllr Stubbins was proposed by Cllr Vincent. Cllr Mrs Wormald informed the Clerk and Cllr Holyer that in her absence she would like to be considered to continue on the committee. A vote was taken as follows: Cllrs Holyer 5 hands, Hemingway 8 hands, Cllr Mrs Wormald 5 hands, Cllr Stubbins 5 hands, Cllr Chambers 6 hands. As there was a tie of 5 hands between 3 Cllrs and in accordance with the Council’s Constitution Cllr Holyer requested a further vote. The vote was taken as follows: Cllr Holyer 7 hands, Cllr Stubbins 4 hands and Cllr Mrs A Wormald 5 hands. Cllrs Holyer, Hemingway and Chambers shall serve on the Cemetery Committee for the ensuing year.
7. TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 14 APRIL 2021
Cllr Hemingway proposed that the minutes be confirmed, seconded by Cllr Walmsley. Cllrs Chambers and Holyer had connection problems during the meeting so were not present for the duration. RESOLVED UNANIMOUSLY
8. TO APPROVE A LIST OF APRIL ACCOUNTS SUBMITTED FOR CONSIDERATION
Cllr Walmsley proposed that the accounts be confirmed. Seconded by Cllr Hemingway – RESOLVED BY MAJORITY
Matters arising: Cllr Chambers asked the Clerk if she was intending to keep the Zoom subscription in place. The Clerk replied that she feels it is prudent to ere on the side of caution for a few more months. Cllr Chambers also asked if the cleaner is still on furlough to which the Clerk replied that yes, she is still on flexible furlough working one two hour slot a week.
9. TO APPROVE THE MINUTES OF THE FINANCE COMMITTEE MEETING HELD ON THE 21 APRIL 2021
Cllr Hemingway proposed that the minutes be confirmed. Seconded by Cllr Holyer.. RESOLVED UNANIMOUSLY No matters arising.
10. TO APPROVE THE MINUTES OF THE GENERAL PURPOSES COMMITTEE MEETING HELD ON THE 21 APRIL 2021
Cllr Holyer proposed that the minutes be confirmed,seconded by Cllr Hemingway. RESOLVED UNANIMOUSLY
Matters arising: the Clerk was asked for an update with regards to the rail flower baskets. She informed those present that the BID rangers would be planting up the baskets at the end of May and the Council had been asked to provide the water connection to enable the BID rangers to water them throughout the season.
11. TO CONSIDER ESTIMATES RECEIVED TO PURCHASE A NEW BOILER FOR THE PARISH COUNCIL OFFICES
Discussion took place with regards to the three estimates obtained by the Clerk. Cllr Chambers proposed that the estimate provided by Tasker heating was the most cost effective. The proposal was seconded by Cllr Stubbins. With the exception of Cllr Chamberlain all members present raised their hands in favour.
12. TO FURTHER DISCUSS THE INVOLVEMENT OF COUNCIL MEMBERS IN RECEIVING TRAINING TO ENFORCE THE PUBLIC SPACE PROTECTION ORDERON BEHALF OF INGOLDMELLS PARISH COUNCIL
Cllr Walmsley had previously informed the Clerk that he would like to offer his services to train as a volunteer community officer to protect the Public Space Protection order for Ingoldmells Parish. Discussion took place with a counter offer from Cllr Mrs Ellis to also become a volunteer. The Clerk explained that although officers at East Lindsey District Council had advised that they couldn’t see a volunteer being a problem, the Council’s insurance company may have a different view. The Clerk shall seek advice from Came & Company with regards to Cllr Walmsley’s offer. A costings exercise would need to be conducted with regards to clothing and equipment, further training etc.
13. TO RECEIVE FEEDBACK FROM COUNCILLORS WHO SERVE UPON OUTSIDE BODIES
Cllr Mrs Ellis informed those present that any problems of water sewage or problems with offensive smells should be reported to her in the first instance. She shall then pass them on to her contacts at the water board.
14. TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS OR AMENDMENTS
None received
15. TO CONSIDER ANY NEW PLANNING APPLICATIONS
None received
16. TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE
Cllr C Davie, District and County Council representative for the Parish was not in attendance at the meeting, however, items for his attention are the following:
- A two foot wide pot hole is evident on the road outside of Addlethorpe Church.
- A mattress has been illegally placed in a dyke on Addlethorpe Road.
17. TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK
The Chairman did not present a report at this meeting
The Clerk reported the following:
- The Clerk and Cllr Walmsley met with a Highways Officer to report several concerns: re: Illegal parking on the highways (which is the responsibility of parking enforcement although the officer shall contact parking enforcement for support). A report that street vendors are using highways land to advertise and sell goods will be investigated by the officer. The surface problems on Sea Lane previously reported to highways are in the system for action. Also reported to the Highways officer were that new footpaths are required on Anchor Lane & also leading to the football field.
- A replacement car park machine is on order; a date set for installation is mid-June.
- Cllr S Chambers has kindly fixed former Cllr Mr Eddie Gasson’s name plate to a seat outside the Church Hall in the centre of the village.
- The annual internal audit has been completed satisfactorily and the 2020/2021 annual accounts are with Duncan & Toplis with a timescale for completion before the 7th June Council meeting.
- The Clerk provided an update re: the Licence Agreement with the Countryman Public House
- Ingoldmells Resident forum has a new Chairman, Mrs Christine Oakley following Mrs Jackie Howis relocation
- BID rangers shall plant & water the rail baskets at the end of May and also water them if the Council provide the water
- The Clerk has claimed a grant of £5176 from the Library service
18. TO TRANSACT ANY OTHER BUSINESS
Cllr Hemingway requested to the Chairman that he would like to make a statement to be recorded for the minutes. The request was accepted by the Chairman.
“Members of the public have contacted me to ask me the truth of a Facebook post by Mr Terry Jones who posted to Ingoldmells news a statement that I have already succeeded in being elected to the position of Chairman This was reported three days prior to this meeting. By doing this he is accusing all of the present council members of fixing elections which is bringing the Council into disrepute. You know that this practice is not used by this Council either now or in the past. Thank you “At this point Cllr Mrs Ellis left the meeting and then returned a few minutes later.
A question was asked if Swifts Football club have regular meetings and when did the practice of inviting a council member fold.

The meeting of the Council closed at 8.30pm
