INGOLDMELLS PARISH COUNCIL

 

MINUTES OF THE PARISH COUNCIL MEETING HELD AT VINCENTS RESTAURANT, SKEGNESS ROAD, ON MONDAY 5th July 2021

 

The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session.

 

He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed.

 

Public session

 

Members of the public present: 2

 

Resident (1) reported that visibility is impaired by an overgrown hedge at the junction of Festival Avenue and the High Street. Cllr Chamberlain offered to speak with the householder to report the concerns. Resident (2) informed those present that she had again witnessed families walking along Chapel Road as a result of sand blocking the footpath on the promenade. A conversation ensued regarding the continual buildup of sand on the promenade and the natural elements that cause it to happen along with the money spent on the annual beach nourishment campaign.

             2.         CONFLICTS OF INTERESTS

 

            None received

 

3.         TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 7 June 2021

            Cllr Holyer proposed that the minutes be confirmed, seconded by Cllr Stubbins. RESOLVED UNANIMOUSLY with the exception of Cllr Mrs A Wormald and Cllr Walmsley who were not present at the meeting. Matters arising: Cllr Mrs J Ellis asked for clarification of the money                    awarded to both Addlethorpe Parish Council and Ingoldmells Parish Council from the Ingoldmells and Addlethorpe Cemetery. This was provided by the Chairman of the Cemetery Committee.

 

            4.         TO APPROVE A LIST OF JUNE ACCOUNTS SUBMITTED FOR CONSIDERATION

           Cllr Holyer proposed that the accounts be confirmed. Seconded by Cllr Chambers– RESOLVED UNANIMOUSLY

         

              5.         TO CONFIRM THE MINUTES OF THE EXTRAORDINARY COUNCIL MEETING HELD ON  THE 28th JUNE 2021

 

            The annual financial governance statement for the year ending 2020/2021 and the audited accounts for the year ending 2020/2021 were presented to the Council. Cllr Holyer proposed that the annual governance statement and the audited accounts be approved, seconded by                  Cllr Hemingway. RESOLVED UNANIMOUSLY

 

6.         TO CONSIDER ESTIMATES RECEIVED TO INSTALL A NEW FIRE ALARM SYSTEM IN THE ROYAL ARTHUR COMMUNITY CENTRE

 

            Two estimates were presented to Council members for their consideration. Cllr Chambers proposed that Firestop Services be contracted to conduct the work. The proposal was seconded by Cllr Stubbins. All members present were in favour with the exception of Cllr Mrs Ellis who              stated “she does not know anything about electrics).

 

             7.         TO CONSIDER A REQUEST FROM WARWICK HEALTH CARE TO EXTEND THE HIRING      AGREEMENT FOR THE ROYAL ARTHUR COMMUNITY CENTRE

 

                         Following discussion amongst members Cllr Walmsley proposed that Warwick Health Care’s request be accepted with the provision for further extensions if required. The proposal was seconded by Cllr Mrs Ellis. RESOLVED UNANIMOUSLY

 

8.         TO RECEIVE FEEDBACK FROM COUNCILLORS WHO SERVE UPON OUTSIDE BODIES

 

            Cllr Chamberlain asked a general question in relation to an idea by a residents group for a festival to take place on Glebe Park. Cllr Walmsley responded that he will speak to the Coastal Destination BID.

 

9.         TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS OR AMENDMENTS

                          S/090/00583/21 Full Planning Permission: change of use of agricultural land to provide recreational area to serve Jubilee Fields Holiday Park.

           

10.       TO CONSIDER ANY NEW PLANNING APPLICATIONS

            None received

 

11.       TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE

            Cllr C Davie, District and County Council representative for the Parish was not in attendance at the meeting.

 

12.       TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK

           

            The Clerk reported the following:

 

  1. The Clerk reported that she is awaiting a reply to her query with ELDC regarding 106 agreement funding
  2. A new boiler has been installed in the office and a radiator in the Civic room.
  3. The replacement car park machine shall be delivered this week.
  4. Litter picking scheme – Community Library Cover volunteers required for the Community Library
  5. Parking enforcement officer visible in the village and on Sea Lane
  6. Beach Waste meeting tomorrow with ELDC Officers including Craig Leyland
  7. Welcome Back Fund aimed to aid recovery – the Clerk has requested up to £12,000 for Ingoldmells.
  8. Page 3 – financial accounts – typo by D & T – Community toilets twice, the first should be Community Library and not the Community toilets.

 

13.       TO TRANSACT ANY OTHER BUSINESS

Cllr Mrs A Wormald spoke of dogs that had made a mess by ripping bags of rubbish left lying around. The overall consensus was that it is necessary to increase the provision of bins within the village. The Clerk shall ask ELDC’s cleansing operative where bins that have been destroyed were situated. Cllr Walmsley mentioned that the bus stop on Skegness Road and opposite the corner of Greenway’s, does not get used and therefore suggested that in his opinion it should be decommissioned. Cllr Sargent requested that the ground floor meeting room in the Council offices should be referred to as the Chamber & Civic Room as agreed at a previous meeting Cllr Sargent informed those present that Elizabeth Sargent has kindly offered to donate one hundred trees to Ingoldmells with the proviso that she is enabled to plant the first sixty trees. A conversation ensued amongst members with regard to the sale of two properties on Sea Lane.
