INGOLDMELLS PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD AT VINCENTS RESTAURANT, SKEGNESS ROAD, ON MONDAY 7th June 2021

 

The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session. He also reminded the public that they were not permitted to voice a view or speak when Council went into session

and that the standards of the Council Constitution would be followed.

 

Public session

Members of the public present: 3

 

Resident (1) informed those present that more leisure equipment, possibly picnic benches and play equipment should be installed in the park. Resident (1) informed those present that he felt all Councillors and the Clerk should be sitting facing the public who were sitting in the        adjoining room. The Chairman replied that the public could move to be more visible if they so wish. Resident (2) reported that a resident’s hedge bordering on Hurdman Way and Skegness Road is overgrown. It was pointed out that it is also the bird nesting season.

             None received

 

3.        TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 17th MAY 2021

          Cllr Hemingway proposed that the minutes be confirmed, seconded by Cllr Chambers. RESOLVED UNANIMOUSLY Matters arising: there was a short discussion between Cllr Holyer and Cllr Stubbins with regards to agenda item 6, the appointment of committee member for the                Ingoldmells & Addlethorpe Cemetery Committee.

 

4.    TO APPROVE A LIST OF MAY ACCOUNTS SUBMITTED FOR CONSIDERATION

       Cllr Sargent proposed that the accounts be confirmed. Seconded by Cllr Hemingway – RESOLVED UNANIMOUSLY

       Matters arising: Cllr Chambers gave a public ‘thank you’ to all who are monitoring the car park. Cllr Sargent would like a breakdown of the car park income month by month.

 

            5.   TO APPROVE THE ANNUAL FINANCIAL GOVERNANCE STATEMENT FOR 2020/2021

                  The annual financial governance statement had not been completed by the Accountancy firm or received by the Clerk.

 

6.  TO APPROVE THE AUDITED ACCOUNTS FOR YEAR ENDING 2020/2021

     The audited accounts for year ending 2020/2021 have been received by the Clerk but were not presented without the annual governance statement for 2020/2021.

 

              7. TO CONSIDER A REQUEST FROM COASTAL SOUND TO DISCUSS SUGGESTIONS FOR POSSIBLE NEW PREMISES AT INGOLDMELLS

                 Cllr Walmsley had requested that this item be placed on the agenda, however, neither he nor the representative from Coastal Sound were able to attend the meeting. Cllr Vincent proposed that the item be moved to the July agenda, which was seconded by Cllr Holyer. All members                         present were in favour.

 

8.   TO FURTHER DISCUSS THE INVOLVEMENT OF COUNCIL MEMBERS IN RECEIVING TRAINING TO ENFORCE THE PUBLIC SPACE PROTECTION ORDERON BEHALF OF INGOLDMELLS PARISH COUNCIL

     The Clerk informed those present that her initial enquiries with the Council’s insurance company regarding a volunteer conducting the role of a Community Dog Warden had been met with caution. Advice received was to consider the implications of any possible injury or assault                 received by the volunteer or member of the public should a fraught situation occur. A volunteer Community Dog Warden would be considered to work on behalf of the Council and therefore the Council could be open to be sued should a consequence of his actions or a member of the       public’s actions to him. The Council was advised to strongly consider the policy implications of pressing forward with the offer. The Clerk will seek a written response from the Council’s Insurance company and also contact ELDC to consider the implications of not having a training             person in place to support the Public Space Protection order.

 

9.   TO CONFIRM IF THE ANNUAL MEETING OF THE PARISH SHOULD TAKE PLACE THIS YEAR

       Discussion took place amongst members of the Covid obstacles in hosting the event i.e. venue arrangements for safely social distancing within government restrictions. The majority of those present were in support of the meeting taking place and the date of Monday 21st June                 was agreed. Cllr Holyer proposed that the Annual Meeting of the Parish take place, seconded by Cllr Stubbins. RESOLVED UNANIMOUSLY.

 

10.  TO RECEIVE FEEDBACK FROM COUNCILLORS WHO SERVE ON OUTSIDE BODIES

        Cllr Holyer provided an update following the Cemetery Committee meeting which took place on Monday 24th May. Cllr Holyer informed the Council that an increase in funds had been received since the previous meeting in January 2020. It was decided by members of the                          Cemetery Committee that both Addlethorpe Parish Council and Ingoldmells Parish Council are donated a sum of money towards the costs of running each Council. It was agreed that £500 be allocated to Addlethorpe Parish Council and £1000 to Ingoldmells Parish Council. The                Chairman thanked Cllr Holyer for the generous donation from the Ingoldmells & Addlethorpe Cemetery Committee.

 

11.    TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS OR AMENDMENTS

                       S/090/00546/21 Full Planning Permission for land at the Moody Cow, Sea Lane: The erection of garage/stores.

                       S/090/01847/19 Section 73 Hardy’s Farm variations: The application was moved by Cllr Vincent, seconded by Cllr Holyer. All present were in favour with the exception of Cllr Chamberlain who would have liked further information – No Objections.

 

12.       TO CONSIDER ANY NEW PLANNING APPLICATIONS

            S/090/01157/21 – Red Shopping Arcade: the change of use to shops and restaurants with a new shop front and external seating – members provided support to this application. The application was moved by Cllr Vincent, seconded by Cllr Stubbins. All present were in favour –                  No objections.

                         S/090/01158/21 – Red Shopping Arcade – 2 non illuminating lights – members provided support to this application. The application was moved by Cllr Holyer, seconded by Cllr Chambers. All present were in favour – No objections.

                         Town and Country Planning Act 1990 (as amended)

                          EC/090/00275/21 - A complaint has been received by ELDC to investigate a possible unauthorised use of land used for a car park at Whitestacks, Sea Lane.

 

13.       TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE

            Cllr C Davie, District and County Council representative for the Parish was not in attendance at the meeting, however, he reported to the Clerk the following:

                         Cllr C Davie shall be attending a Lincolnshire County Council Highways meeting on Thursday 10 June the subject matter being the Coastal Link road plan. A hard line is being taken by Parking Enforcement at Ingoldmells, with penalty tickets being issued for breaches of parking                             control. Cllr Davie reported that not much headway has been made with ELDC regarding the beach problems although he is hoping that a meeting between all parties is set up soon.

 

14.       TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK

             The Chairman, Cllr Vincent informed those present that he had been monitoring the car park during the evenings. Cllr Chamberlain had also been monitoring the car park at different times and made his presence known. There was a discussion regarding issuing notices to      the                few car owners who had been noted not placing a ticket on their windscreen.

           

            The Clerk reported the following:

  •               Rail baskets have been planted and being maintained by the BID Rangers (one was vandalised & rescued by Cllr Chamberlain but has since been re situated.
  •               The Clerk is awaiting an estimate for fencing in Glebe park and will investigate if 106 agreement funding can be used to pay for the fencing.
  •               There has been a report of damage to the fenced area around the trees in Glebe Park.
  •               A concrete seat has been installed in Sea Lane which has replaced the former broken wooden seat.
  •              The replacement car park machine is on order, a date set for installation being mid-June
  •              The annual library grant shall continue
  •              The Clerk has received a request from Warwick Health care to extend the current agreement at the Royal Arthur Community Centre for a further 12 weeks.

 

15.       TO TRANSACT ANY OTHER BUSINESS

            Cllr Stubbins gave his thanks to Cllr Chambers for installing a memorial plaque in memory of former Councillor Mr Eddie Gasson on a seat in the centre of the village. Cllr Chamberlain had noticed that there are no plants in the planters around the village; the Clerk had been                      informed that the BID Rangers are possibly going to plant them up for the season. It has been noticed that there are ongoing parking problems by Swifts Football club. Cllr Sargent will provide the name of the Chairperson at the club to highlight the problems and find solutions.
