INGOLDMELLS PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE ST PETER AND PAUL HALL, INGOLDMELLS, ON TUESDAY 19th OCTOBER 2021

 

The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session.

 

He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed.

 

Public session

 

Members of the public present: 18

 

Resident 1 asked members present if the lights were going to be switched back on in Glebe Park. The Clerk replied that an electrician is going to switch them back on the next day. Resident 2 made a complaint against Cllr Walmsley. Some members were aware of the complaint as it had been presented on social media. The Chairman informed resident 2 that the matter was a private matter between the resident and Cllr Walmsley and at no point had Cllr Walmsley been acting on behalf of the Parish Council. The Chairman informed resident 2 that Council members have no powers to reprimand Cllr Walmsley. Resident 3 reported that a minority of the public have been seen using the bus shelter in the village as a public toilet. Although the Council does not have any authority to police the area, it was agreed that screening for residents in the properties in view of the shelter be considered. The Clerk stated that she had already asked the Coastal BID Rangers to use vinyl posters as a screen. Resident 4 asked Council members of their particular skills set. The Chairman replied that each individual Councillor has their own skills and experiences and therefore bring their own attributes to the Council. Resident 5 asked if the post box is going to be repaired. The Clerk replied that she had spoken to the local post person who informed her that the post box will be repaired at some point in the future. In the meantime he would be prepared to take the post from residents. The Clerk stated that she had previously offered to post stamped letters and cards for those unable to visit another post box. Resident 1 mentioned a possibility of his food bank being accommodated in the Council Yard. He was informed that he would need to ask the lease holder of the Council yard.

            None received

 

3.         TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 6 SEPTEMBER 2021

 

            Cllr Walmsley proposed that the minutes be confirmed, seconded by Cllr Holyer. RESOLVED UNANIMOUSLY with the exception of Cllr Mrs Wormald and Cllr Hemingway who were not in attendance at the meetingMatters arising: Cllr Sargent asked if his e mail was referred to              at the Finance & General Purposes meetings of the 18th October. This was confirmed by the Clerk.

 

4.         TO APPROVE A LIST OF SEPTEMBER ACCOUNTS SUBMITTED FOR CONSIDERATION

 

            Cllr Walmsley proposed that the accounts be confirmed. Seconded by Cllr Stubbins– RESOLVED UNANIMOUSLY. Matters arising: A question was asked regarding the unmetered water supply to the Council yard and if the Coastal BID rangers had been using water from Glebe              Park to water the flower rail baskets and tubs. The Clerk replied that this was correct.

 

              5.         TO CONSIDER ANY HEALTH & SAFETY MATTERS

 

            No health & Safety matters were discussed

 

6.         TO CONSIDER QUOTATIONS RECEIVED TO INSTALL A NEW WINDOW IN THE COUNCIL OFFICES

 

             Members discussed whether a new window was required in the office building and how ventilation could be further improved. The general consensus was that as Covid infections are currently rising, increased air flow in the meeting room was essential. Two quotes to install an                   extra window had been received by the Clerk and presented to members in their meeting packs of information. Cllr Sargent proposed that the slightly lower costed quotation be accepted, this was seconded by Cllr Mrs Wormald. Cllr’s Walmsley and Stubbins abstained from the                 vote with all other members supporting the motion. The Clerk shall ascertain if planning permission is required to alter the building and report at the next Council meeting.

 

7.         TO FURTHER CONSIDER RECOMMENDATIONS AS TO HOW THE WELCOME BACK FUNDING WILL BE UTILISED FOR INGOLDMELLS

           

                          The Clerk read out a list of ideas that had been discussed at the Finance Committee meeting of the 18th October. Members were informed that the previous suggestion of purchasing a piece of play equipment does not fall within the permitted guidelines. It was agreed that a                                    decision would be made at the next Council meeting of the 10th November.

 

8.         TO CONSIDER QUOTATIONS TO COMPLETE MAINTENANCE AND RE LINE THE COUNCIL CAR PARK

 

            A lengthy discussion took place regarding a long term maintenance strategy for the car park which is the largest income generator that the council owns. There were feelings by some members that the relining needs to be completed before the next tourist season, whilst others                 were concerned that the worn surface needs to be addressed before the relining process. The three quotes received were discussed with the realisation that the funding is not currently available to resurface and reline the car park.  It was also noted that the car park project in its               entirety should also take into account the requirement for electric car charging points and payment card machines.  Cllr Vincent proposed that the matter be discussed again at the Finance Committee meeting in February and that the Clerk and Cllr Sargent work together on                       costings with a projected income & expenditure budget. The proposal was seconded by Cllr Walmsley. RESOLVED UNANIMOUSLY

 

9.         TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS, AMENDMENTS

           

            S/090/01996/21 – Butlins Skyline – Amended application - Erection of a building to accommodate a performance stage and seating. Cllr Mrs Ellis proposed that the application be supported, seconded by Cllr Holyer. All were in favour with the exception of Cllr Mrs Wormald.

 

            S/090/01204/21 – Hardys Farm Ltd – Section 73 – notification of the approved application.

 

10.       TO CONSIDER ANY NEW PLANNING APPLICATIONS

 

            S/090/02071/21 – 1-2 Cheers, Walls Lane, Ingoldmells – change of use existing car park to outdoor seating area-the application was not supported by Cllrs who were concerned of the dangers of the local roads being blocked as they have been this season. The work had                      already taken place earlier in the season. Cllr Holyer proposed that the application be rejected, Cllr Vincent seconded the proposal. RESOLVED UNANIMOUSLY

 

            S/090/01920/21 – Butlins Resort – erection of playground equipment. 14.1m and an extension and alterations to the existing café building to provide a covered seating area. The existing tennis courts are to be removed. Cllr Stubbins proposed that the application be supported,                which was seconded by Cllr Hemingway - RESOLVED UNANIMOUSLY

 

            S/090/02087/21 – Butlins Resort – extension and alterations to the existing performance venue and retention of enhanced venue on a permanent basis. Cllr Holyer proposed that the application be supported, this was seconded by Cllr Hemingway - RESOLVED UNANIMOUSLY

 

11.       TO RECEIVE FEEDBACK FROM COUNCILLORS WHO SERVE ON OUTSIDE BODIES

 

            Cllr Walmsley reported that he recently attended two meetings:

  •               A Zoom meeting regarding CCTV in the ELDC area
  •              The Lincolnshire County Council Skegness to Mablethorpe Strategy workshop of which details will be confirmed at a later date.

 

12.       TO RECEIVE FEEDBACK FROM THE CHAIRMAN AND CLERK

 

            The Chairman publicly acknowledged thanks to Hardy’s Ltd for the continued support to Ingoldmells in honouring the Section 106 agreement monies.

 

            The Clerk reported the following:

 

  1.               Several Councillors and the Clerk attended the Ingoldmells Safer Streets Fund meeting on the 27 September resulting in CCTV engineers from Boston assessing if the Council Offices is a secure venue to store the CCTV hub equipment.
  2.              The next Cemetery Committee meeting is on the 4th March 2022
  3.              The unsigned Licence agreement for the Countryman PH has been rejected by the representative from the Countryman PH. The request by the Countryman PH shall therefore terminate any negotiations.
  4.             The litter picking scheme is still available in the Community library
  5.            JC Fencing are expecting to start install the new fencing in Glebe Park this week
  6.            106 Agreement money - £7560 available now with a further £15,120 in benefits before the end of 2024
  7.            The next two monthly full Council meetings shall take place on Wednesday 10th November and Wednesday 15th December at 7.15 pm in St Peters Hall, Ingoldmells

 

13.       TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE

 

            Cllr C Davie, District and County Council representative for the Parish was unable to attend the meeting; however, he provided the following information to the Clerk:

           

            LCC Highways have created a new app which contains a monthly newsletter that any Clerk and Councillor can download. This replaces the monthly highways reports that were e mailed to Clerks.

            LCC have appointed Kyra Nettle as the new Highways manager for the East Division, she shall be introduced to the Coastal area Councillors and Clerks at an arranged date.

            LCC hosted the first climate summit which was a huge success.

            Cllr Davie was a keynote speaker at the LALC AGM at Lincoln. One of the sessions regarded a series of questions on planning and devolution and what this may mean for Town and Parish Council’s going forward.

            Cllr Davie stated that it is pleasing to note the progress by Mr Stuart Hardy on the multi user trail between Ingoldmells and Chapel St Leonard’s.

 

14.       TO TRANSACT ANY OTHER BUSINESS

 

            Cllr Mrs Wormald asked Resident 1 if he had approached the Reverend Richard Holden to ask if the hub in St Peter’s Hall could be used to accommodate his food bank. Resident 1 replied that “yes he had but the trustees had declined”
