INGOLDMELLS PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD BY VIRTUAL ZOOM ON WEDNESDAY 14th April 2021

 

The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session.

He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed.

Public session

Members of the public present: 5

Resident (1) informed those present that the pot holes on the high street have been filled in. Resident (2) spoke of the increasing beach litter problems and illegal parking obstructions on Sea Lane. Resident (3) informed those present that in his absence the private food bank was still available to those in need.

Present:         

Cllr’s B Vincent (Chairman), Mrs A Wormald (Vice Chairperson), Mrs J Ellis, A Stubbins, J Sargent, S Chamberlain, G Clements, S Walmsley, Cllr C Davie, District and County Council representative for the Parish.

Cllr M Holyer was present for part of the meeting but had no audio connection.

            1.         APOLOGIES

            Cllr L Hemingway had previously provided his apologies to the Clerk as had been experiencing internet connection problems. Cllr S Chambers provided his apologies to the Chairman but not to the Clerk.

            2.         CONFLICTS OF INTERESTS

There were no conflicts of interest

3.         TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 10 MARCH 2021

 

The minutes were moved by Cllr Mrs A Wormald M and seconded by Cllr B Vincent. All those present who were in attendance at the March meeting raised their hands in favour. RESOLVED UNANIMOUSLY

Matters arising were the following: Cllr Mrs J Ellis asked for further information regarding the investigation conducted by the Secretary of State into the planning application at Skegness Water Leisure Holiday Park. Cllr C Davie, District and County Council representative for the Parish informed Cllr Mrs J Ellis that a decision will be communicated in the late summer months.

 

4.         TO APPROVE A LIST OF MARCH ACCOUNTS SUBMITTED FOR CONSIDERATION

 

The accounts were moved by Cllr S Walmsley and seconded by Cllr Mrs J Ellis. All present at the March meeting raised their hands in favour. .There were no matters arising.  RESOLVED UNANIMOUSLY

 

5.         TO REQUEST A RESOLUTION TO AGENDA ITEM 5 OF THE COUNCIL MEETING OF THE 10 MARCH 2021

 

In accordance with the standing orders of the Council Constitution the Clerk received two written requests from Councillors to request that the resolution made for agenda item 5 of the Council meeting of the 10 March be further discussed. UKPC had not increased the offer of £12,000 to manage the car park which Cllr B Vincent stated was a figure too low to consider and not financially responsible. Discussion took place regarding the safety of the Clerk and others in her absence when emptying the machines and depositing the takings. It was decided that no one should be alone, therefore there were offers of support from Cllr’s M Holyer, S Walmsley, G Clements, B Vincent, S Chamberlain, Mrs A Wormald and Mrs J Ellis. Cllr B Vincent proposed that the management of the car park be kept ‘in house’ which was seconded by Cllr Mrs J Ellis. Those in favour of the proposal were the following: Cllr’s S Walmsley, G Clements, S Chamberlain, Mrs A Wormald, A Stubbins, B Vincent and Mrs J Ellis.  Cllr J Sargent was against the proposal. Cllr J Sargent suggested that he and Cllr S Chamberlain set up at working group to assess the productivity of the car park with recommendations for improvement. This was accepted by Council members present.

6.         TO CONSIDER THE REQUIREMENTS OF A REPLACEMENT CAR PARK MACHINE

 

            Following the resolution of agenda item 5, Cllr B Vincent proposed that a basic    Metric coin machine be purchased to replace the existing vandalised car park machine. The new machine should have the option to be transformed into a card payment machine at a later date and also the                 purchase of three extra coin boxes. Cllr Walmsley seconded the proposal. All present were in favour. RESOLVED UNANIMOUSLY

 

7.         TO APPROVE 2021/2022 COUNCIL MEETING DATES

 

            There were no objections from council members to the proposed list of    2021/2022meeting dates. It was agreed that Council meetings shall take place on     Monday evenings. Once the meeting dates for the Cemetery Committee are           arranged they shall be included in the list. All                present showed their hands in favour.

 

 

8.         TO RECEIVE NOTIFICATION OF ANY PLANNING PERMISSIONS, REFUSALS OR AMENDMENTS

           

            S/090/00070/21 – The Red Shopping Arcade on Sea Lane – notification received that there has been no breach of planning control

 

            S/090/00770/20 – Skegness Leisure Park – the public enquiry has been postponed until 4 May 2021 (virtual event)

 

            S/090/00546/21 – Moody Cow PH, Sea Lane, Ingoldmells: a breach of planning control took place. A retrospective planning application is required.

 

            EC/090/00073/20 – Merrimeade, Sea Lane, Ingoldmells: a breach of planning control took place. A retrospective planning application is required.

 

9.         TO CONSIDER ANY NEW PLANNING APPLICATIONS

 

            S/090/0053/21/– Jubilee Fields Holiday Park, Ingoldmells – change of use of land. There were no objections from members present.

           

 

10.       TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK

           

          In response to negative and unfounded Social Media posts reported by residents to Council members and the Clerk, the Chairman read out the following statement:

         Good Evening

                       I would like to read out this statement on behalf of myself the Chairman of  Ingoldmells Parish Council, all members of the Council and Contractors who work on behalf of the residents of Ingoldmells.

                      It has been brought to my attention and the attention of others that a resident has made Facebook posts of a defamatory nature against certain Councillors and their families and in particular their relationship with Council Contractors. The allegations may be the result of ignorance                          in understanding the procedures and confines of Parish Council business but nonetheless are of a libelous and toxic nature which will not be tolerated by those affected.

                     Each elected or coopted member of the Council has the personal responsibility to declare interests which may affect a decision of the Council.

                     Once a conflict of interest has been declared by the Councillor, he/she will not be permitted to vote on that particular decision. Resolutions are fair in the respect that each individual Councillor has the right to form their own opinion without duress and vote on a motion when                                     presented. This also includes the co option of new council members. Once Council members have accessed all available information regarding candidates for cooption they have the right and responsibility to select the candidate they believe will support both the residents of                                   Ingoldmells and the Council as a whole.

                    If any resident or member of the public has a complaint to make regarding an individual Councillor or the full Council they are at liberty to contact the Monitoring Officer for East Lindsey District Council. Contact details shall be provided by the Clerk on application. Should any                                    individual seek to libel or slander the reputation of a contractor or business proprietor the proprietor has the right to seek legal representation against the individual concerned.

                   Following the Chairman’s statement, Cllr Mrs J Ellis stated that neither she nor any other Ingoldmells Councillor had been knowingly improper over their dealings with contractors whilst she has been a member of the Council.

     The Clerk reported the following:

  1. The report of a dog nuisance in Glebe Park
  2. The report of a dead seal and overflowing rubbish on the promenade and beach
  3. Reports of parking obstructions on Sea Lane. The Clerk advised that everyone should  use the reporting tool on the e mail she sent to all Council members on the 12th April
  4. The Clerk reported that the boiler in the office has broken down and is waiting for quotations to either repair or replace it.
  5. Cllr Mrs J Ellis and her friend Alan have kindly planted up the tubs in front of the Royal Arthur Community centre and office
  6. The Motor caravanners have confirmed their bookings for March 2022 & a new booking for  December 2022/23 (although they haven’t been given a fixed price for the December 2022 booking as yet)

 

11.       TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE

 

The Clerk relayed a message to Cllr C Davie, District and County Council from Cllr L Hemingway who was not present at the meeting. Cllr L Hemingway expressed his thanks to Cllr C Davie for arranging the removal of the burnt out lorry on the promenade. This had been reported to Cllr L Hemingway by one of the residents. Cllr C Davie informed those present that he would be keeping his dialogue during the meeting very brief due to purdah regulations. In relation to the Chairman’s report Cllr C Davie stated that Councillors have to be respectful and can be challenged, however, the public can be sued if they openly discriminate against a contractor or individual. Cllr Davie reported that extra pockets of funding will be available for coastal regions.  Cllr J Sargent offered to moderate a hustings style debate between election candidates, Cllr C Davie replied that he is happy to take part in a debate once notified of the arrangements. Cllr S Chamberlain spoke again of the obstructions and illegal parking which constantly takes place on Sea Lane. Cllr C Davie informed Cllr S Chamberlain that he had forwarded his e mail on to an officer at Lincolnshire County Council for a response. Cllr S Chamberlain stated that if cash is available for the area then funding for safe footpaths is a priority especially on Anchor Lane and also leading to the playing fields. Cllr C Davie replied that this will be part of the coastal management’s new transport plan. Cllr B Vincent gave his good wishes to Cllr C Davie for the upcoming elections.

 

12.       TO TRANSACT ANY OTHER BUSINESS

             Cllr Mrs A Wormald spoke of a passenger on a bus who was apparently unfortunately hit by a tree branch. It was advised that the passenger notify the bus company.  The Clerk reported that the bench plaque in memory of former Councillor and resident Mr Eddie Gasson had been                         collected. An ensuing conversation took place on which seat it should be placed. It was proposed by Cllr B Vincent that it should be placed on a seat outside St Peter & St Paul church hall. This was seconded by Cllr T Stubbins. All were in favour with the exception of Cllr S Chamberlain                 who abstained from the decision.
