INGOLDMELLS PARISH COUNCIL

 

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE ST PETER’S HALL, INGOLDMELLS, ON WEDNESDAY 15 DECEMBER 2021

 

The Chairman welcomed all present and informed them that the meeting would be recorded and would include the public session. He also reminded the public that they were not permitted to voice a view or speak when Council went into session and that the standards of the Council Constitution would be followed.

Public session

Members of the public present: 4

Resident 1 informed those present that his food bank had provided between twenty and twenty five parcels. He had also helped someone move home. Resident 2 spoke of her dismay at viewing negative comments regarding Parish Councillors on social media. The comments she referred to were by a prospective candidate for the position of Councillor on Ingoldmells Parish Council. The resident spoke of some Council members requiring a professional attitude which is not fueled by self-importance or the bullying and harassment of others. Resident 2 stated that she would consider applying to the elections team as a candidate once the timetable is presented.

3.   TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON THE 10th NOVEMBER 2021

Cllr Hemingway proposed that the minutes be confirmed, seconded by Cllr Sargent. With the exception of Cllr’s Vincent, Walmsley and Clements all others Councillors were in agreement.

Matters arising: Cllr Holyer mentioned that himself and Cllr Hemingway would like for the Council to reconsider the decision made to install an extra window in the Council office building. They would write in a request to discuss the item again, the Clerk informed those present that she had received a written request from Cllr Chamberlain to reconsider the agreed proposal and would require another request from a second Councillor. Cllr Holyer stated that he would provide the second written request. The Clerk informed those present that the extra costs for the architect and planning control were likely to be in the region of £1000, she is awaiting confirmation from the architect. Cllr Holyer also mentioned that he had informally spoken to Mr G P West and discussed the replacement of the seat outside the BEC building. He said that the original seat could be reconstructed with new parts. The Clerk informed members present that a resolution had been passed to provide a new concrete seat using the Welcome Back to the High Street funding.

4.   TO APPROVE A LIST OF NOVEMBER ACCOUNTS SUBMITTED FOR CONSIDERATION

  Cllr Walmsley proposed that the accounts be confirmed. Seconded by Cllr Sargent– RESOLVED UNANIMOUSLY

5.    TO CONSIDER ANY HEALTH & SAFETY MATTERS

      Cllr Mrs Ellis spoke of the lack of lighting leading from Swifts Football ground to Addlethorpe. Cllr Holyer reminded her that the road falls within Addlethorpe Parish Council’s area of responsibility. It was also mentioned that there is a lack of lighting in the car park area of St Peter’s              Hall.

6.    TO DISCUSS IF THE COUNCIL WOULD LIKE TO PURCHASE A GAS LIT BEACON AS PART OF THE QUEEN’S PLATINUM JUBILEE CELEBRATIONS

       The Clerk informed those present that she had acquired information and costs regarding a gas lit beacon which could possibly be used as part of the Queen’s Platinum Jubilee celebrations. Discussion took place with the idea not being fully supported by all members present. The             suggestion being that businesses in Ingoldmells should be approached to determine if they are interested in both financing the beacon and organising an event. It was suggested that a final decision should be made at the next Council meeting.

             7.    TO FURTHER DECIDE UPON HOW THE WELCOME BACK TO THE HIGH STREET FUNDING SHALL BE SPENT

        Further discussion took place on how the funding should be spent as follows:

       The Clerk stated that she had sourced a three sectioned noticeboard for a cost of £1800 + VAT. Cllr Vincent proposed that a new noticeboard be purchased. Cllr Hemingway seconded the proposal. All present apart from Cllr Mrs Ellis were in favour of the proposal. It was also                     suggested that two concrete seats instead of one are purchased to be situated next to each other at the bus stop by BEC on Chapel Road. The Clerk will inform the contractor that two seats are now required.  Cllr Mrs Wormald suggested that festoon lights or similar are installed               along Sea Lane. The lights could be used for the summer season along with the Christmas period. The suggestion was well received by members with Cllr Walmsley volunteering to measure the lights. The Clerk shall contact the lighting department at Lincolnshire County Council to         ask for guidance. The Clerk requested that the purchase of lights should be supported by an electrician or someone with the knowledge of the type of lights required. Cllr Mrs Wormald spoke of the previously suggested idea of a wildflower meadow in Glebe Park and that she would           recommend Busy Bee Flower Bombs to plant. Cllr Vincent proposed the purchase of the product which was seconded by Cllr Holyer. All present were in favour. It was suggested that the Clerk also acquires a quote to have the small circular fence in Glebe Park repaired. The clerk             informed members that she had also ordered three children’s waste bins as agreed. Cllr Sargent spoke of how dark and unsafe the bus shelters are and that he had located a company who can install solar LED lights in the bus shelters for a cost of £1000 per shelter. The idea was           not favourable amongst members at the time.

8.    TO DISCUSS PROJECTS FOR 2022/2023 WHICH REQUIRE FINANCIAL PROVISION FOR INCLUSION IN THE NEW BUDGET, TO BE DEBATED AT THE JANUARY 2022 PARISH COUNCIL MEETING

                    Cllr Walmsley suggested repairing the panels in the bus shelters. He volunteered to count and measure the panels. The Clerk reminded members that there is an item in the current budget for repairs to the bus shelters. Cllr Walmsley suggested that baby swings are installed in both                     Glebe Park and Queen Elizabeth children’s park. Cllr Holyer asked members to consider the repairs visibly required to the car park. He reminded members that the car park provides income for the Parish and is an asset which must be maintained. Previous quotes to reline and                               resurface the car park were discussed. The quote to resurface and reline the car park was £140,000 + VAT. The quote to maintain and reline the car park was £11, 400 + VAT. Cllr Mrs Ellis proposed that the car park should be resurfaced and relined. The proposal was not supported                       by any members present. Cllr Sargent suggested that it may account for a more pleasant working environment for the Clerk if a small budget was set aside to provide some plants or pictures for the office. Cllr Mrs Ellis was very vocal in her answer and strongly opposed the                                     suggestion.

9.         TO DISCUSS AND AGREE WHERE FUTURE COUNCIL MEETINGS ARE HELD

            Cllr Holyer proposed that the next three Council meetings are held in St Peter’s Hall.

            Cllr Hemingway seconded the proposal. All were in favour. RESOLVED UNANIMOUSLY

10.       TO RECEIVE A QUOTATION FROM J C FENCING TO COMPLETE THE FENCE AT THE FRONT OF GLEBE PARK USING SECTION 106 AGREEMENT FUNDING

            Cllr Hemingway proposed that the quotation from J C Fencing be accepted. Cllr Walmsley seconded the proposal. All in favour. RESOLVED UNANIMOUSLY.

11.       TO RECEIVE NOTIFICATIONS OF ANY PLANNING PERMISSIONS, REFUSALS, AMENDMENTS

FULL – S/090/01920/21 - Butlins Skyline Limited – Erection of playground equipment to a maximum height of 14.1 m and extension and alterations to existing café building to provide a covered seating area.

FULL – S/090/02087/21 – Butlins Skegness – Extension and alterations to the existing performance venue and retention of enhanced venue on permanent basis.

Approval of Section Application: – S/090/01996/21 - 73 Butlins Skyline Limited. Section 73 application in relation to opening hours as imposed on planning reference S/090/02215

           

12.       TO CONSIDER ANY NEW PLANNING APPLICATIONS

S/090/01746/21 –Sealands Caravan Park, Roman Bank, Ingoldmells: Planning Permission: Erection of a detached reception building with a second-floor apartment on the site of the existing buildings which are to be demolished, provision of car parking, caravan sales area and construction of pedestrian access– extension requested. Cllr Vincent moved to support the application which was seconded by Cllr Holyer. RESOLVED UNANIMOUSLY

S/090/02300/21 – Skegness Caravan Sales, Sea Lane, Ingoldmells: Planning permission – Change of use of caravan sales showground to a mixed use comprising of a caravan sales showground, car park and/or car boot sales - extension requested. Councillors discussed the congestion already in place on Sea Lane and along with the over development of the area. Cllr Holyer proposed the objection to the application which was seconded by Cllr Walmsley. RESOLVED UNANIMOUSLY

S/090/02347/21 –Grenada, Boltons Lane, Ingoldmells – Planning permission – Change of use of land for the siting of 2 no. detached holiday lodges – extension requested. Cllr Mrs Ellis declared an interest in the application. Cllr Vincent moved to support the application, seconded by Cllr Hemingway. The application was not supported by Cllr Mrs Ellis and Cllr Sargent. All other members were in favour.

13.       TO RECEIVE FEEDBACK FROM COUNCILLORS WHO SERVE ON OUTSIDE BODIES

            There were no matters to report from Councillors who serve on outside bodies.

14.       TO RECEIVE VERBAL REPORTS FROM THE CHAIRMAN AND CLERK

            The Clerk reported the following:

  1. The Clerk received a report of serious fly tipping on the edge of the footpath at the front of no 7 Sea Lane. This was reported on the ELDC portal.
  2. Three Novelty bins for the use of children have been ordered for: Glebe Park Q E Park and outside Hardy’s Animal Farm
  3. Beacon for the Queens Platinum Jubilee - £500 (mobile gas lit) – requires support from Cllrs regarding the decision & implementation
  4. Warwick Health Care are extending the Covid Vaccinations until Wednesday 22nd December. They were previously going to close for Christmas on the 15th December.
  5. The East Midlands Motor caravanners have confirmed their booking unless otherwise directed by government.
  6. Precept reminder – tax base is sent by e mail at the end of December for a decision at the January Council meeting.

15.       TO DISCUSS COMMUNITY MATTERS WHICH NEED REFERRING TO THE DISTRICT/COUNTY COUNCIL REPRESENTATIVE FOR A RESPONSE

            Cllr C Davie, District and County Council representative for the Parish was unable to attend the meeting, however, he sent a short message regarding the challenges that face us all and good wishes for Christmas and the New Year.

16.       TO TRANSACT ANY OTHER BUSINESS

Cllr Walmsley asked if Council members would consider a proposal for the travelling community to have free use of the Council Car Park to attend a funeral on the 7th January 2022. Cllr Mrs Ellis then informed all present that 700 ‘gypsies’ would be descending on Ingoldmells to attend the funeral of a resident and she suggested that the Council should accommodate their requirements in the car park. There was quite a discussion around the topic with members in voicing their disbelief and that it was an unfair advantage on other fee-paying customers. The Clerk interjected and strongly advised that no such action should be considered for legal, insurance, health & safety, and discriminatory purposes.
